  4. DAPE Agreement and ESDA 4 COPC Action Item 2013-2.1: Complete a new DAPE agreement for signature. And COPC Action Item 2013-1.2: Review and update the Environmental Satellite Data Annex to the DAPE MOA. • Original Memorandum of Agreement (MOA) signed 2008 • MOA update staffed and signed Sep 2013 with minimal changes • New agreement in-place for current fiscal year; AF/A3O-W directed AFWA pursue revision to align with AF GC review comments • AFWA took the lead to develop the first draft of revised DAPE and ESDA • ESDA submitted to CSAB for review. • With the AF restructuring, CSAB needs to know the AF signatory level for both documents.

UEO Candidate NUOPC Products 5 COPC Action Item 2013-1.6: Arrange to have the UEO present evaluation results for candidate NUOPC products at the next COPC, with the goal of approving selection of NUOPC products to be made available for user access). This has been turned over to the UEO committee - As new products are developed they will reviewed with COPC before implementation. CSAB recommends closing this action.

  6. Federal Plan for Cooperative Support and Backup Among OPCs 6 COPC Action Item 2013-1.9:Review and update the Federal Plan for Cooperative Support and Backup Among Operational Processing Centers (FCM-P14-2012). CCM and CSAB need to update the networking aspects (i.e. 2nd Connection and NFG). Need FNMOC final input and a review of impacts because of organizational restructuring. CSAB recommends keeping this action open.

  7. GOES-R Direct Readout 7 COPC Action Item 2012-2.7: Each OPC to provide anticipated GOES-R implementation strategy; expressly addressing data receipt mechanism/methodology and impacts to processing infrastructure. GOES-R is scheduled to launch in May 2016. Air Force anticipates a direct GOES-R readout capability. NAVO and FNMOC are continuing to pursue GOES-R Direct Read-out capability. Awaiting funding designation and/or allocation to obtain necessary hardware. CSAB recommends keeping this action open.

  8. NOMADS 8 COPC Action Item 2012-2.8: NCEP (in particular NCO) will host a teleconference meeting/s with the DOD OPCs to develop the way forward with NOMADS. 1) Investigate alternative paths (besides Internet) for the operational use by the OPCs. 2) Discuss architecture and backup capabilities. 3) Solve getting the DOD data flows on the NOMADS server for distribution. • Internet access will still be the primary path for DOD. • NCEP is looking to creating an Intranet which could be manually switched to allow access via the COPC Network in times of a DOD Internet outage. • Dissemination of AFWA Ensemble products • Expected from College Park in Q2 of FY 2015 CSAB recommends keeping this action opened.

Status of the COPC AIs 2014-1.1: NWS Weather-Ready Nation (WRN) to present a briefing covering the results and findings of the social sciences work under the Impact-based Decision Support Services (IDSS) effort. (Close) 2014-1.2: JAG CCM shall coordinate with COPC partners to update the network requirements (now FY14-FY17). (Keep Open) 2014-1.3: JAG OCM shall coordinate a face to face meeting to articulate OCM’s particular role within the COPC infrastructure where the group can add value. (Close) 2013-2.1: Complete a new DAPE agreement for signature. (Keep Open) 2013-1.2: Review and update the Environmental Satellite Data Annex to the DAPE MOA. (Keep Open) 2013-1.5: : Implement an end-to-end latency test exchange using representative proxy data from NOAA (NESDIS, TOC, and NCEP) through NFG to each DOD OPC. (Keep Open) 2013-1.6: Arrange to have the UEO present evaluation results for candidate NUOPC products at the next COPC, with the goal of approving selection of NUOPC products to be made available for user access. (Close)

  10. Status of the Other COPC AIs 2013-1.9: Review and update the Federal Plan for Cooperative Support and Backup Among Operational Processing Centers (FCM-P14-2012). (Keep Open) 2012-2.3: At the next COPC meeting give an update on how NOAA will connect to the Backup PDA in Fairmont and what connectivity there will be between the Backup PDA and DOD. (Keep Open) 2012-2.7: Each OPC to provide anticipated GOES-R implementation strategy; expressly addressing data receipt mechanism/methodology and impacts to processing infrastructure. (Keep Open) 2012-2.8: NCEP (in particular NCO) will host a teleconference meeting/s with the DOD OPCs to develop the way forward with NOMADS. 1) Investigate alternative paths (besides Internet) for the operational use by the OPCs. 2) Discuss architecture and backup capabilities. 3) Solve getting the DOD data flows on the NOMADS server for distribution. (Keep Open) 2012-2.9: NESDIS to track and share JMA rebroadcast and HRIT downsampled product offerings. JAG ODAA to assess mutual center needs for obtaining Himawari via cooperative share relationship with JMA. (Keep Open) 2012-1.6: Work with the Product Distribution and Access (PDA) Project Manager to understand the critical milestones for the implementation of the PDA and how this will impact the DAPE Gateway and DOD partners. (Keep Open)
