  2. Objective ITY-ADQ • Introduction • Explanation and scope • Link to European ATM Master Plan • Most important SLoA(s) • Finalisation Criteria and Closed Questions • Supporting Material • Implementation Support • Objective Coordinator’s Analysis & Conclusions • Links and contacts ESSIP Plan 2013 / Objective ITY-ADQ

  3. Why an ITY – ADQ ESSIP objective? ESSIP Plan 2013 / Overview LSSIP 2012

  4. Explanation and scope • ITY ADQ was derived from Regulation (EU) No 73/2010 of 26 January 2010 laying down requirements on the quality of aeronautical data and aeronautical information (Official Journal L23/6, dated 27.01.2010); • The aim is to improve the quality of aeronautical data/information in terms of accuracy, resolution and integrity; • In accordance with [Article 2(3)] it applies up to the moment when the aeronautical data and/or aeronautical information are made available by the aeronautical information service provider to the next intended user. ESSIP Plan 2013 / Overview LSSIP 2012

  5. Explanation and scope • It applies to EATMN systems, their constituents and associated procedures involved in the origination, production, storage, handling, processing, transfer and distribution of aeronautical data/information [Article 2(1)] • Following aeronautical products made available by Member States are included [Article 2(1)]: • Integrated Aeronautical Information Package (IAIP), with the exception of aeronautical information circulars; • Electronic obstacle and electronic terrain data or elements thereof; • Aerodrome mapping data. ESSIP Plan 2013 / Overview LSSIP 2012

  6. Explanation and scope • In accordance with [Article 2(2)] it applies to: • ANSPs and AIS Providers; • Operators of those aerodromes and heliports for which IFR or Special-VFR procedures have been published in national aeronautical information publications; • Public or private entities providing: • Services for the origination and provision of survey data; • Procedure design services; • Electronic terrain data; • Electronic obstacle data. Improved Supply Chain for Aeronautical Data through Common Quality Measures IS 0202 AIMS 13 Controlled and Harmonised Aeronautical Information Network Activity Facilitated Aeronautical Data Exchangesthrough Digitalised Information IS 0204 Link to European ATM Master Plan ESSIP Plan 2013 / Overview LSSIP 2012

  9. ITY-ADQ SLoAs Decompose IR into main legal obligations Allocate obligations per Stakeholder group Group necessary actions per Stakeholder Link them with IR Articles, Annexes and Timing ESSIP Plan 2013 / Overview LSSIP 2012

  10. Most important SLoA(s) • ASP06 - Implement the common dataset and digital exchange format • ASP01 - Implement data quality and process requirements • APO04 - Implement the common dataset and digital exchange format requirements • APO01 - Implement data quality and process requirements • IND04 - Implement the common dataset and digital exchange format requirements • IND01 - Implement data quality and process requirements • REG03 - Verify the compliance with the common dataset specifications and the data exchange format requirements • REG01 - Verify the compliance with data quality requirements and supervise safety assessments ESSIP Plan 2013 / Overview LSSIP 2012

  11. ITY-ADQ Data quality requirements implemented and documented Safety assessment (1) EC Declarations & Technical file (2) Certificates (QMS) issued by third parties Formal arrangements between parties Finalisation criteria Note (1): The supporting material indicated in objective SRC-CHNG (Implementation of Safety Oversight of Changes to ATM by NSA) is relevant for the safety assessment Note (2): EC declarations forms are made available at: http://www.eurocontrol.int/ses/public/standard_page/ca_guidance.html ESSIP Plan 2013 / Overview LSSIP 2012

  12. Closed Questions/Finalisation Criteria • Closed questions included in the database are coming from the finalization criteria in the form of a direct question ESSIP Plan 2013 / Overview LSSIP 2012

  13. ITY-ADQ Supporting Material Non-Mandatory: EUROCONTROL Specifications Non-Mandatory: EUROCONTROL Guidelines Non-Mandatory: Material i.e. ISO Standards ESSIP Plan 2013 / Overview LSSIP 2012

  14. IMPLEMENTATION SUPPORT • The EUROCONTROL ADQ Implementation Support Cell was set up to assist the States with the implementation of the Aeronautical Data and Information Quality (ADQ) implementing rule in the following keys areas: • Support to the establishment and provision of means of compliance; • Support to the implementation of the provisions of the implementing rule; • Support to the National Supervisory Authorities; • Support to the overall implementation and compliance monitoring process.Any question with regard to the ADQ IR can be addressed to the Implementation Support Cell at: adq@eurocontrol.int or Tel: +32 2 729 9818 ESSIP Plan 2013 / Overview LSSIP 2012

  15. Objective Coordinator’s Analysis & Conclusions • New objective based on a complicated regulation to address/solve a data quality problem • Challenging for implementation due to the large spectrum of data/information • May imply significant investments and/or adaptations of existing systems • Involves a large group of stakeholders including industry/manufacturers • Too much regulation and many administrative tasks (overregulation?) required ESSIP Plan 2013 / Overview LSSIP 2012
