Comprehensive Overview of Objective ITY-AGDL in the ESSIP Plan 2013

This document details the implementation of initial air-ground data link services as per Regulation 29/2009 EC, spanning EU+, including Switzerland, Norway, and ECAA states. While air navigation service providers made progress, many states have struggled to meet the regulatory deadlines. Notably, only a few have fully implemented the necessary actions, with several states reporting partial progress or lacking plans altogether. The document serves as a guide for stakeholders involved in air traffic management and outlines contact points for further information.

None of these states will manage to achieve the deadline, while from the ANSPs perspective, only DFS and MAS has completed all their actions. Most of the states, the airspace of which belongs to Part B, with regulated completion deadline 02/2015, and ECAA States, have planned to implement the objective, within the deadline, except Six states which have not developed any plans.; • 2 States have reported the objective Partially Completed, 23 planned to complete the objective within the ESSIP deadlines while 4 States have reported it Late. 6 States reported not yet plans developed for implementation.
