Background Renal Dialysis PTS mixed in with overall PTS contract (apart from some satellite units). Value approx. £1.9m. Real concerns by Renal clinicians, particularly at main Renal Hubs. Instances of patients unable to dialyse for appropriate timescales. Inconsistent results across Units
Background Good experience in ‘dedicated’ contracts at satellite units. Belief that a better service could be delivered at the same or less cost. Support from YAS to separate from main PTS contract.
Procurement Exercise Process • Advertised in OJEU on 3rd Dec. 2010. • 3 ‘Lots’ – Sheffield & Doncaster ‘hubs & Bassetlaw satellite. • Used Bravo e-tendering package. • 17 PQQs received. • 9 suppliers invited to submit tenders & 5 returned. • Evaluated against defined criteria.
Procurement Exercise Objectives • Dedicated Renal Dialysis PTS service. • ‘Hub’ based for control by Dialysis Units. • Stringent KPIs. • 95% of patients to arrive no more than 30 mins before their appointment. • 100% of patients to arrive in time for their appointment. • 90% of patients will have a journey of no more than 30 mins each way. • 90% of patients should leave their unit no more than 30 mins after being booked ready.
Procurement Exercise Objectives Emphasis on EP issues. Responsive to patient needs. Value for money. Overall better service for patients.
Results of procurement exercise • Identified ‘preferred’ & ‘reserve’ bidders for each ‘Lot’. • Currently finalising contracts with preferred bidders:- • Lot 1 - City Taxis • Lot 2 – Premier Care Direct • Lot 3 – First4Care
Results of procurement exercise New providers working directly with Renal Units. Some ‘noise’ in the system – communication is important. Start date 1st July, 2011.
What have we learnt? It was the right thing to do!. There are different ‘models’ for delivering Renal Dialysis PTS. There are a number of providers in the Market Place. It’s possible to have both better quality and value for money.
