Introduction. • Spain ratified OPRC 90 convention on 12th January, 1994 • The 6.1(b) article determines the “obligation of the member States to establish a National Plan”. • 23th February, 2001: The National Contingency Plan for Accidental Marine Pollution was approved.   10. 1.2 Types: Contingency Plans • Municipal Plan: applied to the coastal areas of Municipalities. • Territorial Plan: applied to the coastal areas of Autonomous regions. • Inland waters Plan: applied exclusively to harbours, offshore structures or Marine Terminals. • National Plan: applied to spills from vessels, or offshore structures. • International Plan: applied when pollution affects neighbouring countries.
