Pärnu Beach Promenade, Aims and needs: Pärnu is a holiday resort since 19. century The beach area was developed last in 1960-s There are more than 300 000 visitors per Summer in Pärnu Main aim: Development of physical and social environment, to make conditions for tourism entrepreneurs To make Pärnu more attractive and competitive tourism destination More possibilities for services Enlarge the beach area Attractive for citizens and visitors

  3. Pärnu Beach Promenade Positive decision, March 2005 TOTAL SUM 1,3 MEUR (EU support 0,8 MEUR; Pärnu City 0,5 MEUR) Building, September 2005 – June 2006 Opening, June 2006 Usage:lot of people at day and night

  4. Pärnu Beach Promenade, Obstacles: First idea of the budget: 0,3 MEUR Budget after first tender (in application): 1 MEUR Budget after public procurement: 1,3 MEUR Guarantee the co-financing for next years and more than 2 MEEK (0,13 MEUR) is a competence of City Council

  5. Good experiencevscritical moments We managed the application City Council and Government– we put more finances as we planned Consultation from Enterprise Estonia Public procurement (almost every time first tender results are different from results of public procurement) “European Bureaucracy”
