  3. ESDS Manchester 11.2008 Access procedures • Are you employed by an EU university, research institute, national statistical office or central bank? (Licenses are at an institutional level, there is no access for individuals) • Institutional contract(s) • Must be managed by an contract manager, and signed by an institutional rep (eurostat recommends a university chancellor or vice-chancellor for research – someone who can represent the institution as a whole) • wait up to 10 weeks to receive data (projects must be approved by all member states) • On receiving data – individual contracts • Contract manager’s responsibility to collect individual contracts from everyone accessing the data • Publications to Eurostat • Renewal Research Laboratory

ESDS Manchester 11.2008 Before you apply • Do all users have an employment contract with the institution? • Does the data set contain • the countries you need? • the variables you need? • the level of detail you are interested in? • Does the user want to collaborate with researchers at a different institution? ESDS Manchester 11.2008 Network contracts For users at different institutions to collaborate on data analysis Eurostat requires a network contract, even if all institutions have contracts to access the data. • Same cost for 10 institutions as for 1 • Institutions cannot be added at a later date • However, users can collaborate if only the user at the registered institution carries out data analysis Note: an institution with a network contract can purchase data at an institutional level for a reduced price(and vice versa) Research Laboratory

ESDS Manchester 11.2008 Access Methods: CD Roms ECHP, ELFS, EU-SILC, CIS3 • Advantages • data available locally • data can be shared among collaborators at no extra cost • Disadvantages • Heavily anonymised data • Administrative burden, particularly for cross institutional projects Research Laboratory

  7. ESDS Manchester 11.2008 Access Methods: Secure Lab CIS3&4, ESES • Advantages • Full micro data available • Disadvantages • Cost – daily charge, travel, living costs • Need to specify number of days in advance • Delay in receiving output Research Laboratory

ESDS Manchester 11.2008 Access Methods: Remote Special Case: ESES 1995, 2002 • Advantages • Full micro data available from desk • Free • Easier access for users from outside Europe • Disadvantages • Very limited countries and years • No direct access to the data • Some commands blocked • Only available until December 2010 Research Laboratory
