  2. INTRODUCTORY INFORMATION THIS PRESENTATION HAS BEEN SUMMARIZING SOME BASIC RESULTS AS ACHIEVED: - THE SIBIS PROJECT REGARDING SLOVAKIA AND AS PRESENTED IN: - THE COUNTRY TOPIC REPORT #9 WP5, BUT ALSO - NAS COUNTRY CONTEXT REPORT WP2 • SPECIAL SO SR SURVEY 2002 • OTHER SOURCES FROM INTERNET

  3. BASIC INFORMATION ON SLOVAKIA Area: 48 845 sq. km Population: 5.4 mil. Economy in 2002/3: GDP growth: 4.4% Inflation: 4.3% (9.5% - 2003) Unemployment: 18% Average month wage: 310 Euro (Gross) Almost 2/3 earning below that average Bellow poverty line: 11-12% or 31%? Member: OECD, EU, NATO

  4. Some “Information Society Ratings” of SR • Information society index 2000: 34th of 55 countries (IDC) - Inf. And Communic. Index 2001: 50th of 75 countries (WEF) - Global IT IQ ranking 2001: 38th of 100 countries (Brain Bench) • E-readiness ranking 2001: 53d of 75 countries (Harvard U.) Not corresponding to OECD-30, EU-25 member

What is missing for e-business? • - A comprehensive legislation on e-business and general environment • - e-business stimuli (tax and customs incentives) – from 2004 even worse! • - technological and organizational basis e.g. for e-signature the PKI – Public Key Infrastructure missing • - regular statistical survey • - public trust • - standard of living (real wages still lower than in 1989!?)

MAIN CONCLUSIONS REGARDING SLOVAKIA • MOSTLY ON THE LEVEL OF NAS10 AVERAGE OR ABOVE THAT • COMPARABLE OR BETTER THAN LAST EU MEMBERS • VERY EXPENSIVE INTERNET • LACK OF ITC TEACHERS • LOW LEVEL OF ENGLISH USAGE • SLOW PROGRESS IN PRACTICAL IMPLEMENTATION OF LEGISLATION • BETTER SOC.-ECON. ENVIRONMENT & NATIONAL STRATEGY NEEDED

FINAL REMARKS (1) The SIBIS Project has fully confirmed its relevance for candidate countries as it enabled: • to prepare the first comprehensive analysis of the current status in IS • to compare SR with the EU and NAS • to identify future place of SR in EU-25 • exact statistical basis for evaluation and further proceeding - identify future trends in IS and ITC

  21. FINAL REMARKS (2) - SIBIS NEEDS TO BE COMPLETED: - FOR ALL EU-25 & CC-3+ EQUAL. - FOR ALL SECTORS EQUALLY - REGULAR UPDATING - ALL e-EUROPE PROJECTS NEED HARMONIZATION AS EU-25 ONLY - SERVE FOR BENCHMARKING & MONITORING OF LISABON STRATEGY IMPLEMENTATION AS e-EUROPE-2010 FOR EU-25 ONLY
