  1. Collaboration Strategy for Training & Communication Plan22nd-23rd July, 2010 Ministry of Rural Development Government of India

Approach to collaboration • Development of coordination mechanisms at the State/District level among the stakeholders • State Secretary, NIRD/SIRD Faculty, Heads of regional DD Kendras, AIR, DFP, SDD, District Administration, Nehru Yuvak Kendra Sangathan and NSS volunteers, etc. • Planning for new training and communication strategies: instructor-led class room training to instructor-led on-site training, training using DD and AIR, web-based training, lab to land approach • Regular Training films telecast –timely measurement and payment of wages, social audit, record maintenance in GPs/SHGs, individual land development works and low cost natural agronomic practices under MG NREGA, SHG formation, Drinking water, PMGSY, Watershed development, etc.

  3. Training on TV & radio • Regular telecast of best practices, innovations, government scheme implementation methods through TV and AIR, community radio • Country wide class room – Gyan darshan of NCERT pattern – for RD/PR training programmes • Half an hour slot daily for RD on TV / Radio – Krishi Darshan pattern • Focus of SIRDs must be Implementation of Government Programmes (NRLM / MGNREGA / PMGSY / Agriculture / Horticulture / Water Resources, etc. ) through Convergence mode. They need to update their modules. They need to complete the cycle of IEC-Training – Monitoring --Evaluation

Lab to land • Bharat Nirman Rajiv Gandhi SewaKendras– as rural IT hubs and information kiosks – point of service delivery through use of ICT • Lab to Land method of Training - Every SIRD may take up one block in each district in a phased manner for saturation of training, continuous monitoring and Evaluation – target –complete biometric attendance, E-muster, coordination with banks and post offices, timeliness in wage payment, convergence and complete social audit under MGNREGA, practice of natural agriculture farming under individual works of MGNREGA, full enrolment of BPL members under SHGs, formation of village/block level federation of SHGs, skill based placement under NRLM, quality monitoring of PMGSY roads, total sanitation, watershed development strengthening of PRIs

  5. Enhancing programme literacy • Major Festivals and weekly hats to be used for dissemination of information – show of films and distribution of pamphlets and other print materials • Grameen Bharat may be used as popular means of reaching out – local language translation, printing, publishing and distribution to GPs/Blocks • Independent RD channel – Popular quiz programmes with awards • Provision of license for Community radios to interested GPs, SIRDs, NGOs & others. • Popularization of interactive DD, AIR programmes and community radio for enhancing programme literacy

  6. Television Production • Production of spots (2 spots per scheme for 11 schemes viz. MGNREGA, SGSY, IAY, PMGSY, NSAP, TSC, NRDWS, IWMP, NLRMP, PR, Bharat Nirman) • Production of short/training films (one training film on each of the following programmes MGNREGA, SGSY, IAY, PMGSY, TSC, NRDWS, IWMP, NLRMP). • Production of 1 weekly programme on Doordarshan (18 DD Kendras for 39 weeks). • Production and telecast of 3 weekly programmes on prominent private network (Bihar, Rajasthan, UP), for 39 weeks.

  7. television Telecast • Campaigns through DAVP/NFDC on private channels (3 campaigns of 30-days each in north India and other States). • Campaigns through DD from 22 regional Kendras (3 campaigns of 30 days each). • Regular campaigns (2 spots per day) on DD News. • Regular spots on Lok Sabha channel (3 campaigns of one minute duration). • Video magazine programme on DD National + 18 Regional channels (52 episodes).

  8. radio Audio production • Production of spots (2 spots per scheme for 11 schemes viz. MGNREGA, SGSY, IAY, PMGSY, NSAP, TSC, NRDWS, IWMP, NLRMP, PR, Bharat Nirman. • Production of a weekly radio magazine programme (in Hindi only) for 39 weeks. Broadcast • Broadcast of campaigns of audio spots on AIR upto regional station level (4 campaigns of 30 days each). • Broadcast fees of regular spots on National News hook upto AIR. • Broadcast fee of radio magazine programme on AIR capital stations. • Campaigns on private FM channels (2 campaigns).

  9. Print material • Programme-wise Leaflets/Pamphlets/ Guidelines/Director Mailers to panchayats / Instructions/FAQs, brochures, posters in Hindi/ English/ Regional languages. • Newsletter/ Calendar/ Annual Report/ Kurukshetra PRESS • Advertisement/Articles /Supplements etc. on newspapers, weeklies, fortnightlies etc. • Workshops • Fellowship programmes/ Press Tours

  10. Outdoor publicity • Wall paintings • Street Plays and puppet shows • Participation in Melas • Contact programmes • Workshops at block/ district / level of stakeholders. NEW AND EMERGING MEDIA • Message on railway tickets, etc. • CCTV on railway platforms • SMS/Voice Mail • Advertisement in Rural Cinema • Internet Radio Gramsat • Wall Newspapers • Support to community radio programming

  11. Wall Newspapers & Paintings Big fonts and easy language may be prepared by a chain of local rural reporters.To include list of beneficiaries with benefits granted under programmes during a year or list of projects with estimates
