  1. Background • 2008 - The 1st Single Outcome Agreement (SOA) was Council only. Contained a small number of sustainability related indicators • 2009 - Development of a Community Planning Partnership (CPP) SOA. Involved all CPP partners across a wide range of services. • The Sustainability Partnership was given a greater role in identifying the priorities and agreeing the high level outcomes and indicators

Purpose of the SOA To demonstrate how partners are working together to deliver local priorities which will assist the Scottish Government in achieving it’s five high level strategic objectives and the fifteen key National Outcomes as agreed in the 2007 Concordat. The current SOA sets out key local outcomes, strategic objectives and targets relating to services delivered by all partner organisations for 2009 - 2012. The Sustainability Partnership has responsibility for the Clean, Attractive and Sustainable theme of the SOA and the resulting secondary level Action Plan. Progress is reported directly to the CPP Board. Many outcomes are cross cutting and there is often input from two or more Theme Groups.

SOA Reporting Arrangements • Theme Groups prepare a brief update for each CP Board meeting (6 times per year) • Each group will deliver an annual lunchtime seminar – wider audience • Special SOA Reporting Seminar in August – high level indicator data and narrative • Input to the annual Community Conference programme in October

  4. Current Situation • The SOA is a 3 year document and data is currently being gathered for the second Annual Report (2010 – 2011). This will be submitted to Scottish Government in September. • Awaiting guidance from the new Government in relation to the future of SOA’s – in the meantime it is ‘business as usual’. • Awaiting recommendations from the recent consultations on the Police and Fire and Rescue services and the Christie Commission on the Future of Public Services • A new Community Plan will be developed with an overarching Vision for South Ayrshire and setting long term priorities. • The Community Plan will inform the development of a new SOA – potentially setting objectives, targets and indicators for a further 3 year period.

  5. The Role of the Sustainability Partnership All members of the Sustainability Partnership will be involved in developing both the new Community Plan and the resulting SOA. The baby will not be thrown out with the bathwater! Many existing priorities will remain and be included in the new SOA.  It is likely that the SOA will become more focussed on a smaller number of priorities. It is important that partners plan together, both as part of the SP, and jointly with other theme groups, to ensure a strategic approach to developing and delivering services
