What was President Lincoln saying by his quote above? • A- The President should and will have power to make war when he feels it necessary to do so. • B- No one person including the President should have the authority to make war when he so deems it necessary. • C-There is no pleasure in war but when the President deems it necessary it should be his right and privilege of his station as President to be able to do so.
