  4. The Purpose of the Course The purpose of this immersion course is to provide our clients direct access to the most experienced counter-terrorism, experts in the world. The modern urban and rural security issues with which Israel contends daily, provide important insight and useful detection, prevention, and response tactics that are weighed against the varying landscape back in the United States. Participants will learn how to apply these skills and how to use them when they return to their job. Israel’s counter-terrorism strategies have been developed and tested by terrorist acts over decades. They are the most advanced of any peacetime country. All PGS courses use world renowned subject matter experts in prevention, detection and response to terror threats and terrorist operations.

  5. Why We Are Different The Counter–Terrorism SWAT and EOD Immersion Course is the most unique immersion opportunity available anywhere in the world. Proactive Global Security couples two vital components: Direct Interaction Through the direct interface with experts from Israel’s most elite law enforcement and military veterans, participants are offered an opportunity to interface with and receive first hand instruction from agency experts including those from the following fields: • SWAT • Bomb Squad • Law Enforcement • Intelligence • Border Security Practical Knowledge • Experience and knowledge of the United States’ law enforcement, intelligence and emergency management culture shapes every discussion and presentation. Many of these experts have worked directly with United States law enforcement and intelligence agencies and are familiar with the agencies’ cultures. This added perspective allows for important scenario based discussion with seminar participants. Proactive Global Security presenters and instructors will show participants how to apply these lessons to their work.

  6. Who Benefits From This Course? This course is designed for sworn law enforcement SWAT, EOD and law enforcement practitioners* seeking to enhance their skills and learn the latest techniques from the Israeli forces who have perfected them.  This program is intended to teach state of the art tactics and procedures used by the Israeli elite hostage and counter terrorism forces.  Participants should expect to be taxed physically and mentally by being placed in stressful situations consummate with real high risk SWAT, HRT and EOD operations.  This program is designed for the practitioner who is looking to enhance their skills and learn the latest techniques from the Israeli forces who have perfected them.  *Law enforcement commanders, policy makers and planners may attend but may not necessarily participate in the hands on training.

  8. Curriculum Overview The curriculum for this course transcends theoretical training approaches currently available in the United States. It allows participants direct access to the leading counter-terrorism and SWAT technologies, techniques and expertise currently utilized in Israel. Through extensive practical and scenario-based drills, defined learning objectives and practical subject- matter expert instruction, the tactics and strategies will be applied in real time. The ability of participants to experience the actual impact of these lessons demonstrates how this knowledge can be used in their current positions as they participate in an array of drills, lectures and discussions.   9. Curriculum The training curriculum can be further tailored to one or more specific core functions depending upon the requirements of a given Agency. The Role of a Country’s History, Geography, and Politics in Shaping Counter-Terrorism Strategy and Tactics for SWAT (YASAM) Jerusalem These briefings are important elements that will set the stage for the participants’ week of immersion with the expert SWAT and EOD teams on the front line of prevention, detection and response to Israel’s terrorism threat. This first encounter with experts from intelligence, Israeli SWAT (YASAM), law enforcement and politics is foundational for the participants’ understanding of the strategy and tactics experts will address throughout the week. The Profile of a Terrorist Threat and Detecting, Preventing, and Responding to Suicide Bombing Attacks Jerusalem Israel’s modern, urban society offers important lessons about infrastructure protection, prevention and response to terrorism that US policy makers and SWAT/EOD responders can immediately consider and implement upon returning home. Curriculum Counter-Terrorism Strategy and Tactics for SWAT and EOD Teams Training Facility, City of Hebron For decades Israel has faced  threats from suicide bombers, car bombs and dynamic hostage situations. Mitigating the risk of such events occurring is the primary goal, but being prepared for other the possibility of such attacks through the use of highly trained response teams makes Israel a leader in hostage rescue, close quarter combat tactics and hand to hand combat training. This preparedness requires  effective high-level training of firearms and weapons handling, EOD and tactical response training and scenario-based hostage rescue training. This training over a number of days is drawn from the expertise of SWAT, local police and EOD teams. They offer participants  invaluable insight, expertise and practice of effective threat detection and response. Participants will have access to the strategies, tactics and experts that have made Israel’s special response teams exceptionally prepared for terrorist threats.  • Learning objectives include: • Mastering hostage rescue techniques in public spaces. • Close quarter tactics and techniques for successful hostage rescue. • Describing IED and bomb recognition and response techniques. • Identifying explosive threats • Participating in an array of scenario-based live-fire drills. • Practicing vehicle search techniques • Comparing and contrasting the preparedness of • communities both in Israel and in the United States. • Scenario drilsl for securing soft targets such as schools, • shopping centers, public buildings, from terrorist attacks involving IEDs and hostage rescue elements.

Curriculum Multi-Discipline Practical and Tactical Training Training Facility, City of Hebron Over the course of multiple intense training days at the training facility near Hebron, participants will garner important skills and insights from Israel’s top intelligence, law enforcement and military experts. Through live drills and an array of scenario-based training, participants will be challenged physically and mentally to master and integrate the important tactics and technology into their training and response protocol upon returning stateside. • Participants will participate in training that includes: • Anti-Terror Response Tactics • CQB Techniques • Combat Pistol Shooting Drills and Scenarios • KravMaga Defensive Tactics • Assault Rifle Shooting and Scenarios • Vehicle Combat Techniques

Curriculum Anti-Terror Response Tactics • Learning objectives include: • Understanding how to “inspect” and “comb” • Understanding suspicious signs and how to respond • Learning to identify potential terrorists or hostage takers • Understanding crowd behavior- signs and indicators. • Understanding inspection protocol for people, sites and vehicles • Understanding the ‘MO’ of terrorists • Reading and Detecting suspicious terrorist behavior • Quick Reaction Techniques • Understanding the tactical differences between how first responders contend with the threats in an urban Israeli city close to the border, versus a city of tourist sites surrounded by a parameter. • Field drills/ Scenarios

Curriculum Understanding Assault Rifle Techniques and Tactics On-Site Drills and Training, City of Hebron Handling weapons effectively and accurately is key to the success of drills and actual events involving terrorists or hostage takers. This section will ensure that each participant is familiar with the handling of and effective use of an array of weapons. • Learning objectives include: • Israel’s “point-and-shoot” training method • Instructive and selective shooting • Shooting from a car • Multiple shooting positions • Transition from primary to secondary weapons • Night shooting drills and scenarios • Weapons malfunction • Multiple target drills and scenarios • Prioritization of targets in hostage or terrorist situation • Combat build-up areas • CQB tactics

Our Team As Proactive Global Security’s Founder and Director of International Business Development, Yisroel Stefansky plays a fundamental role helping organizations throughout the US understand terrorism fromthe perspective of the victim. He is an international lecturer and recognizedexpertin practical disaster response & relief.  Atrue veteran of the war between terrorists and civilization. Stefansky has worked with police forces, emergency response teams, and many other first-responders in various countries throughout the world as a consultant and response trainer. As a young man Stefansky found himself at the site of aviolent terror attack in Jerusalem. Our Team Sharon Gat is a Major in the IDF Special Forces (now a reservist), and Certified Firearms Instructor(CFI), with vast operational experience in guerrilla warfare and counter terrorism in the field. This includes commanding units in operations in Lebanon, the West Bank and Gaza Strip. Gat was chosen by the Defense Ministry and the IDF to lead a special project to fight terrorism in high risk areas. He established and commanded anti-terror and security units for the Israeli Ministry of Defense and the IDF. Under Gat’s command, the personal safety of the civilians in these areas improved dramatically. As part of the project, Gat led a team of technology experts who found innovative and successful solutions in these areas. Together with his team, Gat has developed new methods and tactics that have proven to be efficient in this kind of war.   27. Our Team Michael Cardash is one of the world leading experts in the field of defeating improvised explosive devices (IED's). He provides deep expertise, insight and guidance e in understanding, recognizing and responding to the IED threat. Cardash, the former deputy head of the Israeli police bomb disposal division retired after a 27 year career as a senior bomb technician with the rank of Chief Superintendent. During those years he participated in numerous missions defeating IED's and other counter terrorist operations. He commanded bomb disposal units within the border guards and police during intense terrorist conflicts (first & second intifada) gaining immense experience investigating and responding to the variety of terror attacks and in particular to suicide bombing devices and attacks. During his career Cardash instructed law enforcement personnel and bomb technicians from around the world. Our Team Mordecai (Morty) Dzikansky brings an unsurpassed level of global experience in the field of urban terror.  He worked 25 years for the NYPD and was their first Overseas Liaison to Israelfollowing the 9/11 attacks.  He helped shape the current NYPD’s strategy on terror prevention bypersonally attending and analyzing over 2 dozen international terror events in five years including Turkey, Russia, Spain, Egypt and Israel.  His vast interactions with government officials, law enforcement agencies, and security personnel worldwide have helped him develop an expansive and in-depth understanding of the modern phenomenon of terrorism.   29. Our Team Gil Kleiman, an Israel National Police (INP) veteran and foreign press spokesperson with over 23 years experience. He has an unsurpassed knowledge of on-site terror scene investigations, security assessments and media relations. With a BA from George Washington University and an L.L.B. in Law from Bar-Ilan University, Gil has a keen eye for analyzing terror crime scenes. In 1983, after serving in the Israeli Defense Force (IDF) as a Sergeant in the Combat Engineers, Gil Kleiman began his career in the IINP as a bomb disposal technician. Within a few,years Kleiman became an EOD instructor. While in law school, Kleiman joined the Nazi war crimes • unit, assisting foreign law enforcement officers with the prosecution of accused Nazi war criminals residing in various countries by locating and interviewing Nazi crime victims in Israel. • While serving in the Security Sectionof the INP from 1997-2001, Kleiman inspected, assessed and advised on the security apparatuses at government and public installations. Hedeveloped training and instructional programs for hundreds of security officers across Israeland served as an adviser at legislative planning meetings for Public Security Installation Law. During the period of intense terror attacks that struck Israel in September 2000, Kleiman served as the INP’s foreign press spokesperson, and quickly became Israel’s faceand voice to the world. He was present at all the major terror attacks and suicide bombings, providing on- site interviews and press statements for media outlets including; CNN, Fox , BBC, SKY, al-Jazeera, El Arabia, RTV, RTL, NTV, amongst others.
