  3. Making Services Safer Winterbourne View Action Plan We are working with health services and service providers to bring people back from residential homes in other areas so they are closer to home, family and friends

  4. The Care BillCare and Support Reforms • Early intervention and prevention • Eligibility to be set nationally based on risk to people’s wellbeing • Funding and charging

  5. The Care BillCare and Support Reforms • Assessment to take into account the needs of the whole family as well as of any carers • Councils will have a new duty to carry out a needs assessment for all carers • New arrangements for transition to adult care and support

  6. What Happens Next? • Listening to your views and opinions • Involving people with learning disabilities, their families and carers when we make our plans • Changing the way we work to help people to be as independent, healthy and well as possible

  7. Who will help us? • Lynn’s team make sure everyone is told about the work we are doing and where it is up to, so people can have their say • We will keep talking and working together with learning disabled people and their families to make things better
