  2. We know what’s ahead • Freight tonnage to increase 80 percent by 2040 • 850 bridges will require significant work by 2025 • Nearly 1 million new Minnesotans by 2050 • Local roads and bridges unfunded need • Unfunded state highway need $6B over 10 years

The Perfect Storm of Need Drives the Funding Gap A perfect storm of funding shortfalls and increasing costs Aging Infrastructure Population/Freight shipments increasing Stable/Flat Federal Funding 10 year State System Funding Gap = $6 billion Increasing Fuel Efficiency; Flat VMT Increased costs for Construction & Maintenance

  4. SS HF 3 The Omnibus Transportation Finance and Policy BillWhat‘s Really In It? The Sources of New Funding: Major provisions include: • Dedicating Vehicle Rental Taxes, Vehicle Rental Sales Tax, and remaining Motor Vehicle Lease Sales Tax • Dedicating a portion of the Auto Parts Sales tax $2.628M/month (‘18/’19), $12.137M/month (‘20/’21) • Motor Vehicle Lease Sales Tax (MVLST) split changed: • 38% Greater Minnesota Transit – net loss of $3.1M over 10 year in Transit Assistance Fund • 38% 5 Metro “Collar Counties” $3.3M/biennium but net loss over 10 years of $3M • 13% Local Bridge Program- $25M/biennium • 11% Highway User Tax Distribution Fund

The Funding Allocations: Major TH provisions include: • Trunk highway fund cash appropriation to Corridors of Commerce $25M/year • New revenue to the trunk highway fund from the general fund through the highway user tax distribution fund totaling $102.2M FY18-19; $244.5M FY20-21 • Trunk Highway bonding $940M over 4 years • State Road Construction $100 $100 $220 $220 • Corridors of Commerce $ 50 $ 50 $100 $100
