TEXAS FREIGHT ADVISORY COMMITTEE OVERVIEW • Created in January 2013 by the Texas Transportation Commission • Evolved out of the Panama Canal Stakeholder Working Group • Membership Includes Private and Public Sector Freight Stakeholders • Committee Meets Quarterly • Held Kick-off Meeting on February 28, 2013 • To-Date Met Two Times • Next Meeting Scheduled for August 22, 2013

COMMITTEE MEMBERSHIP • Comprise of 24 Members and Affiliates • Represents a Cross-Section of Freight Industry in Texas Sectors Represented • Economic Development • Railroads • Trucking • Agriculture • Ports • Manufacturing • Air Cargo • Inland Port • 3PLs • Exporters and Importers • Shippersand Receivers • Retailers • Public Sector • Ocean Carriers 1

IMPORTANCE OF THE COMMITTEE 2 • Essential Component of TxDOT’s Comprehensive and Multimodal Freight Planning Program • Freight Transportation is Driven by the Private Sector, and Requires a Mix of Public and Private Stakeholders • Enable TxDOT to Better Plan for Freight Transportation Mobility by Incorporating Freight into Policy, Planning, Programming, and Implementation Activities • Help TxDOT to Identify Freight Transportation Networks that are Critical to the State’s Economic Growth and Global Competitiveness

COMMITTEE PURPOSE 3 • Forum for Discussing Transportation Decisions Affecting Freight Mobility • Advise TxDOT on Freight Related Priorities, Issues, Projects, and Funding • Make Recommendations on Freight Transportation Policies and Performance Measures • Participate in the Development of the First Comprehensive and Multimodal Texas Freight Mobility Plan • Communicate and Coordinate Priorities with Other Organizations • Help TxDOT to Understand the Concerns of the Freight Industry and Business Community • Assist the State in Promoting the Role of Freight to the State’s Economic Competitiveness

  7. COMMITTEE MISSION Advise TxDOT on Freight Issues, Priorities, Projects, Funding Needs for Freight Improvements, and Elevate Freight Transportation as a Critical Component of the State’s Economic Vitality and Competitiveness. 4

  8. COMMITTEE GOALS Become “Champions” and Develop a Statewide Coalition Build Consensus and Collaborate on Common Issues Generate Ongoing Long-term Stakeholder Involvement and Partnership Improve the State’s Freight Transportation System Collaboratively 5

COMMITTEE OBJECTIVES 6 • Ensure Participation of Private Sector Freight Stakeholders in TxDOT’s Freight Planning Process • Ensure Freight Transportation is Addressed in TxDOT’s Transportation Planning, Programming, Investments, and Implementation Processes • Assist TxDOT to Identify and Prioritize Strategic Freight Transportation Projects that Facilitate Safe and Efficient Freight Movement • Improve the Condition and Performance of the Texas Freight System to Facilitate Texas’ Ability to Compete in a Global Economy
