  3. PUBLICITY • Funds provided to Nodal Institutions of DAC/States. • ATMA resources could be utilized as per Cafeteria of eligible activities. • DD/AIR to continue KCC publicity. • States/Districts are requested to publicize KCCs also through non-monetary mechanisms.

  4. CONNECTIVITY • Issues taken up with Department of Telecommunications : • Exchanges not configured. • Lines getting disconnected. • Other numbers containing digits – 15 or 55, etc. – landing on 1551. • States have been requested to provide specific information to DAC. • Solution lies at local level. • Feasibility of having lines from mobile service providers being examined.

  5. KCC LOCATION • Each State to have separate KCC set up. • KCC to be located preferably in the city of SAU.

  6. L-1 AGENTS • Better selection • Minimum qualifications and remuneration may be prescribed. • Engagement of retired experts to be examined. • Retention – innovative approaches needed. • Training – • System already exists. • Proposed KCC locations would help improve quality of training. • Regular input needed from States/SAUs. • Adequate number of seats to be provided at each KCC location.

  7. L-2 EXPERTS • Proposed KCC locations would help improve involvement of experts and SAUs. • Several SAUs have agreed to take up role of Nodal Institution of DAC. • L-2 Experts to be contacted on their mobile phones – Pilot testing is in progress.

  8. KNOWLEDGE MANAGEMENT SYSTEM (KMS) • Objective – Correct, consistent and quick replies. • Vendor (M/s C1 India Private Limited) have been selected. They have taken several experts from different disciplines in their project team. • Data structure being finalized. • Active involvement and cooperation of SAUs is needed in developing and managing KMS. • Initial input into KMS to be vetted by SAUs under an arrangement with the Vendor. • DAC would have an MOU with SAUs for subsequent checking of replies given by KCC agents and also updating KMS on a dynamic basis.

  9. STATE LEVEL MONITORING COMMITTEE (SLMC) • States were requested in September, 2004 to constitute SLMC with the following indicative TOR : • To oversee and monitor the functioning of KCC. • To review replies given by L-1 and L-2 on a regular basis and suggest corrective actions. • To devise and conduct training programmes for L-1 and L-2. • To review technical issues like configuration of exchanges and quality of calls. • To ensure that KCC are provided with latest information on crop practices, etc. • TCIL are undertaking regular inspections of KCCs. Inspection reports would be sent to States. • SLMC meetings should be held regularly. • State and District level issues should be resolved locally. • Issues concerning DAC should be referred to it expeditiously.
