Major Thrust Crops • TMNE has identified banana and cashew nuts as the major thrust crops. • The State has traditional strengths in these crops • Large scale cultivation of tissue culture plants as well as the native cultivars are being encouraged. • Cashew nut cultivation has increased from 51 hectare to 1710 ha since the inception TMNE. • Anthurium and orchid are being layed down on commercial scale owing to export potential of these crops.

  24. KHARIF, 2006 – AMIDST CLIMATIC ADVERSITIES • Rice – not only principal Kharif crop but also means of subsistence for 83 p.c. farmers. The production target of Kharif Rice (Autumn & Winter) was initially kept at 35 lakh MT with productivity of 1,560 Kg per hectare. • The State has received only 882.4 mm of rainfall against normal rainfall of 1270 mm during June-August , a deviation of -31%. • The dry spell has affected 13.03 lakh farm families and 6.19 lakh hectares i.e approximately 30% of Kharif crop area. • There will be adverse impact on production vertically (less production) and horizontally (less area coverage) due to monsoon failure during June, July, August and even early part of September.

  25. ANTICIPATED FALL IN WINTER RICE PRODUCTION - 2006 Moisture stress during tillering and panicle initiation stage will contribute towards substantial reduction in yield. Likely shortfall in production may be as here under. ASSESMENT OF VALUE OF CROP LOSS (in crore Rs.):

STRATEGIES PROPOSED TO OVERCOME THE LOSS DUE TO DROUGHT LIKE SITUATION • More coverage with Pulses like Blackgram. • Special programme on Rabi crops viz., Wheat, Rape & Mustard, Pea, Lentil, Summer Rice and Rabi Vegetables. • Large scale tractorization (1.54 lakh hectares) to catch up timely tillage operation. • Irrigation and mechanization support under AACP – a World Bank assisted programme.

  27. PREPAREDNESS FOR RABI, 2006 • Full utilization of 5.28 lakh hectares of command area created through installation of STWs. • Massive mobilization of tractors and power tillers already provided to farmers to catch up timely tillage operation. • Rapid installation of STWs through AACP under World Bank funding. • Subsidized distribution of Tractors and Power Tillers under World Bank assisted AACP. • In addition to targeted production for 2006-07, special drive proposed for additional production of major crops as here under -

Institutional tie-up with ASC, NSC, RSG, NAFED and private agencies for streamlining flow of seeds taken up. • Seed Replacement Rate target has been fixed for Paddy at 10 p.c., Pulses 71 p.c., Rape & Mustard 74 p.c., Wheat 92 p.c. and Hybrid Maize 18 p.c. • For the ensuing Rabi season the consumption target of fertilizer has been kept at 102.1 kg per hectare against consumption of 96.4 kg per hectare during Rabi 2005-06. • Tie up arrangements have been finalized with fertilizer manufacturers both under ECA and decontrolled fertilizers. • Necessary schematic support are being provided from Macro Management Mode of Agriculture, 2005-06.

OUTCOME EXPECTED FROM THE SPECIAL RABI PROGRAMME • Farm families to be benefited : 13.03 lakh • Coverage under special package during Rabi, 2006 – - Rabi foodgrains : 3.05 lakh hectares - Rabi oilseed : 1.0 lakh hectares - Total : 4.05 lakh hectares. • Expected production under special package during Rabi, 2006 – - Rabi foodgrains : 6.27 lakh MT - Rabi oilseed : 1.00 lakh MT

  32. PROGRESS IN SEED PRODUCTION a. Foundation Seed Production during 2005-06 - Quantity of Foundation Seeds produced out of Breeders Seeds in 2005-06 - Paddy – 2587.00 quintal Black Gram – 20.00 quintal Rape & Mustard – 374.00 quintal Above foundation seeds will be used for production of certified seeds during 2006.07.

  33. b. Certified Seed production during 2005-06 - Paddy – 58660.00 quintal. Rape & Mustard – 3735.00 quintal Pulse – 723.50 quintal c. Seed Replacement Target during 2006-07 - Paddy – 10 p.c. Pulses – 71 p.c. Rape & Mustard – 74 p.c. Wheat – 92 p.c. Maize - 18 p.c. d. Seed Village Programme - Seed Villages proposed - 89 nos. Crops – Winter Rice, Summer Rice, Lentil, Mustard, Blackgram Amount proposed – Rs. 28.86 lakh. Area - 582.87 hectares.

  34. BALANCED USE OF FERTILIZER – INM • Production of Vermicompost and Phosphocompost are gaining popularity among the farmers. • 303 nos. of Vermicompost units and 686 nos. of Phosphocomposting Units are already set-up since 2001-02. • Organic manure, bio-fertilizer are used besides chemical fertilizer to maintain soil health. • Quantity of bio-fertiliser used during 2005-06 – 180 MT ORGANIC FARMING – a.Joha (aromatic) Rice – 92 hectares involving 157 beneficiaries in 3 districts. Productivity level of 1860 Kg. per hectare has been achieved. Organic certificate is expected during 2006-07 i.e. in the third year of cultivation. b. Citrus (Orange, Lemon) – 2300 hectares involving 1638 beneficiaries.

  35. IMPLEMENTATION OF IPM • 270 numbers of FFS on Rice and Vegetables have been conducted benefiting 8100 farmers and 1350 Field Functionaries during 2005-06. • 270 nos. of one day Farmers Awareness Training have been conducted benefiting 10,800 farmers • Trainers training programme on rice and vegetables are conducted for 132 numbers of officers • 1500 numbers of Pesticide Dealers / Agents were trained on use of both chemical and bio pesticide at subdivision level. • Rodent Pest Management training imparted in 14 sub-divisions in the event bamboo flowering where 4600 farmers were exposed to awareness training. • State Bio-Control Laboratory has been producing bio-control agents like T. Japonicum, T. Chillonis and Trichoderma Viridae, Pseudomonos Fluoroscens and T. Harjeneium and have demonstrated on Rice and Vegetables in the farmers field.

  36. AN ISSUE WHERE POLICY INTERVENTION IS NEEDED • Ambitious production target of Summer Rice, Wheat and Rape & Mustard has been planned keeping in mind that the procurement agency like FCI will come forward for procurement. • Announcement of Minimum Support Price for Rabi Food grain crops as well as Oilseeds may be made a season ahead which will give a proper direction for crop diversification at farmers level. • Higher moisture content of Winter and Summer Rice being unacceptable for procurement agencies, Farmer friendly modalities may be developed by procurement agencies to carry our products at MSP to other parts of the country having less relative humidity.

  37. STATUS OF CSS - MACRO MANAGEMENT MODE OF AGRICULTURE: FUND RECIEVED AND UTILIZATION, 2004-05, 2005-06 & 2006-07 (Rs. in lakhs)

  38. REFORM IN EXTENSION - ATMA • 8 nos. of ATMA registered – 8 nos. (out of 12 nos.) • Block Technology Team (BTT) notified – 96 nos. • Farmers Advisory Committee (FAC) notified - 54 nos. • Fund released by GOI - 160.00 lakh. Fund utilised so far - 17.62 lakh Strategic Research Extension Plan (SREP) - a.Preparation of SREP as well as vetting by MANAGE completed. b. Approval of Inter Departmental Working Group (IDWG) and submission to Government of India by end of September, 2006. State Extension Work Plan (SEWP) - a. Preparation of SEWP is expected to complete in 2nd Week of September. b. Will be submitted to Government of India in the last week of September, 2006 after approval of IDWG.

  39. AGRISNET PROJECT • Rs. 36.60 lakh has been released by GOI for implementation in 12 ATMA (under Reform in Extension) districts of the State. • Empowered Committee, Mission Leader & Nodal Officer are already notified by State Govt. • Project objectives, beneficiaries, service providers are already identified. • Process of preparation of Software Requirement Specification (SRS) has already started.

  40. PROGRESS ON APMC AMENDMENT • State cabinet has already approved draft amendment. • Ready for placement in the next session of Assembly.
