  5. Drought situation in Bihar- at a Glance • Rainfall deficit in June was 62% • Actual rainfall during main sowing season(i.e. from 1st June to 6th August, 2009) is only 331.7 mm against a normal 568.5 mm • Deficit of rainfall 24% (till 17th September, 2009) • Average increase of 5 to 7oc in temperature. • Deficit in paddy coverage – 35% (till 17th September, 2009) • 26 Districts declared as Drought affected Continued....

Impact of Recent Rainfall • Late Monsoon Rain in August & September will not have the desired impact on kharif crops :- • Over aged seedling (Paddy seedling are more than 60 days old) • Over aged Paddy seedling will result into reduced yield. • Excess rain in a few days has resulted into water logging in Maize fields. • Sowing of toria as catch crops delayed. Strategy for Saving Standing Kharif Crops • Rs. 26.62 Crore released to districts for Diesel Subsidy to save Paddy seedlings. • An additional amount of Rs. 318.96 Crore sanctioned and released for Diesel Subsidy to irrigate kharif crops. • A 4-day campaign was launched by Agriculture Department to suggest measures to farmers for saving standing kharif crops. Strategy to compensate loss in Kharif • To sow toria as catch crop in the first week of September. 773.8 qtls. of toria seeds made available to districts for sale on 50% subsidy. • Additional 200 qtls toria seed made available as Minikits • To grow vegetables viz. ladyfinger, carrot, early potato • To grow Fodder crops. • To advance date of sowing of pulses and increase in acreage. • A 4-day campaign was launched by Agriculture Department to suggest measures for saving standing kharif crops, sowing alternate crops and sowing rabi crops. • Seed Subsidy – Rs. 50 Crore sanctioned and released for contingent and early rabi crops and • Rs. 3.95 Crore sanctioned and released for seed subsidy on Fodder crops @ 50% of the cost. Preparation for Rabi • Chief Minister Crash Seed Programme to be implemented in every village of the State • Seed Village Scheme to be implemented in each block. • Seed Availability ensured • Fertilizer Availability ensured. • Bihar Ground Water Irrigation Scheme launched. • Availability of seeds of early potato facilitated. • Team of Agriculture Officers and Scientists to visit each panchayat to advise farmers. • Input Melas in each districts. Availability of Seed • Variety-wise tie up arrangement made with seed supplying agencies • Block level dealers identified for seed distribution on subsidy. • Arrangement made for distribution of foundation seed of 16765 qtls Wheat 3508 qtls Gram and 2638 qtls Lentil seed under Mukhyamantri Tibra Beej Bistar Karyakaram. • 1.5 lakh Beneficiaries identified for foundation seed distribution. • Seed distribution planned in camps at block & district level in the first week of October.

  15. Issues on fertilizers Since no fertilizer production units are in the State,100% of urea requirement to be fulfilled through ECA allocation. As there is no State Fertilizer Agency in the State, manufacturers and Importers may be requested to supply as per approved plan Subsidy claims of all P & K suppliers are regularized and also fed in FMS of DOF, GOI Continued....

Bihar Ground Water Irrigation Scheme (BIGWIS) • Utilize Under Ground Water Resources. • Potential is 48.57 lakh hac • To provide irrigation to 9.2 lakh hac. • Installation of 4.64 lakh units of shallow tube wells, dug wells with pump set (3-5 HP) over a period of 3 years. • All the districts of Bihar covered. • Open to all category of farmers Continued....

  17. Financial Structure • Farmer's share : 10% • Bank Credit : 45% • Subsidy : 45% • Subsidy payment in two installments • 16% beneficiaries SC/ST • Lock in period 2 years • Subsidy Back ended.

  19. Measures to enhance agriculture credits flow • Credit Camps organized to facilitate distribution of Kisan Credit Cards and credit for farm machines • 2. A Special Task Force constituted to monitor the disbursement of agriculture credit in drought districts. • 3. Last date for crop insurance extended upto 30.09.09 • Target of KCC during 2009-10 is 15 Lacs
