Contingency Planning & Force Readiness Two worst case scenario drills conducted; • USN Manchester Fuel Depot 18 April, 2012 • 1 day exercise • Approx 100 participated • ICS familiarization • Sea River Maritime May 1-3, 2012 • Tanker collision in the Rosario Straits • 2 day, multi agency response • Approx. 200 participated, incl. President & CEO Jack Buono. • Excellent Social Media Plan. • Upcoming Exercises: • June 27- Victoria, BC; Equipment Deployment under CAN-US Pac. • Sep 19-20 - Shell Worst Case • Oct 10-11- Polar Tanker • Nov 14-15- BP Cherry Point

  6. Significant Cases Port of Bellingham, Squalicom Marina Fire F/V KARANNA F/V DEEP SEA Vigor Shipyard & T/V INVADER M/V HELENA STAR AND GOLDEN WEST

M/V HELENA STAR &GOLDEN WEST • What happened: • Sector contacted by WA DNR to conduct a assessment of both vessels. • That led the FOSC to determine them an imminent and substantial threat due to hull condition and ingress of water. • Significance: • Owner financially incapable of responding • OSLTF opened, contractor hired

  8. Port of Bellingham, Squalicom marina fire • What happened: • Slip G consisting of 12 boat houses and pleasure crafts caught fire and were destroyed. • Two civilians were killed. • Cause of fire is still unknown. • Significance: • Immediately set up a Incident Command System. • Respectfully recovered the fatalities. • Recovered an est 400 gallons of diesel and gasoline.

  9. Vigor Shipyard dry dock and Crowley Tug INVADER sinking • What happened: • Tug and dry dock sank. Tug contained an est 60,000 gal of diesel fuel. Tug was 4 days from being removed from dry dock. • Significance: • Vigor responded appropriately. • Tug and dry dock was raised without incident. • Discharged approx 15 gal of hydraulic oil.

  10. F/V KARANNA • What happened: • Vessel ran aground near Neah Bay, WA inside the Marine Sanctuary. • 55 gallons of mixed oils onboard • Significance: • Tribal response team responded • Vessel broke up and sank prior to responders being able to deploy boom to contain and remove the oils.

  11. F/V DEEP SEA • What happened: • Vessel caught fire and sank in Penn Cove, WA • Contractors hired to remove all petroleum products and deploy containment and exclusionary boom. • Significance: • Orphan spill • OSLTF was accessed. • Unified Command • Approx 4,600 gallons of product recovered as of 29 May 2012.
