  1. INCREASING ENROLLMENT: Political Involvement Increased access to colleges and universities to a great many asks for more active political lobbying on the part of higher education leadership as important decisions affecting higher education are taken in the political arena

  2. Profile of Higher Education in the U.S. • More than 4,000 accredited institutions that enroll over 15 million students and confer over 2 million degrees/year. • Colleges and universities spend about $ 26 billion/year, of which 16 billion comes from federal agencies • In 2005, $64 billion were available in grants & $ 63 billion in loans and work study (Source: APLU, 2OO6)

  3. FEDERAL ACTIONS At pivotal moments in the history of the U.S., the federal government has taken actions that have profoundly influenced enrollment in Higher Education: • Morrill Act of 1862 • GI Bill of 1944 • National Defense Education Act of 1958 • Pell Grant Program of 1965 (Source: HigherEd. In the U.S.: Historical Development and System In: http://education.stateuniversity.com)

  4. Higher Education Authorities as Transformational Leaders-Case of SIU According to Burns (1978), a transformational leader “works with both external environments and within the organization to amp new directions, obtain necessary resources, and respond to present challenges and future threats.” • 2009:SIU undertook public lobbying for the continuation of the Monetary Awards Program (MAP) • 2009: SIU/Carbondale Chamber of Commerce delegation’s trip to China

  5. Understanding The Political Approach to Leadership Levin(2008) says that “having political discourse reminds us of our hope and aspirations, but in the end, these either are or are not translated into reality through specific decisions and practical measures.” In the political perspective, there is usually a contradiction between promise and delivery. It is the role of the higher education leader to find alternative ways to make for the breach of promise on the part of the policymakers. Thank you.
