Background • UNECE Task Force • On methodology of road traffic measurement • Work in 2006 • Publication in 2007 of • Four different methods identified • Need to combine them • Estimates and guesstimates Handbook on statistics on road traffic Methodology and experiences 61st session of UNECE WP.6

Background • EU Task Force • To apply the methods at EU level (+ voluntary third countries) • TF created by CGST in December 2007 • Work in 2008 (including a workshop for WG) • In December 2008 decision by CGST: • Pilot data collection in 2009 • On reference year 2008 and previous years if possible 61st session of UNECE WP.6

Background • EU Task Force (cont’d) • In CGST meeting of December 2009 • Presentation of the results of the pilot • Mitigated: • difficult for many countries … • … but possible for others • comparability is a major issue • Decision: “The Task Force on road traffic, chaired by Mr Grib from DK, would meet before June 2010: - to analyse the outcome of the road VKm data collection exercise of 2009 - to propose simplifications in order to resolve the coverage issues identified during this analysis - to propose the adjustments that may be needed for a proper monitoring of the contribution of road traffic to CO2 emissions. These proposals would be submitted to the WG in October 2010.” 61st session of UNECE WP.6

TF Meeting • Summary • Measuring GHG emissions: • A policy issue today, and for many years/decades regarding … • A major societal, world-wide concern for us, our children … • Transport sector: the bad pupil of the class-room • Road represents the bulk in the transport sector • Users’ needs: vehicles stocks and harmonised VKm with adequate breakdowns for • Support to decision-making • Monitoring • Calibrating models • Revision of Directive 2009/40/EC: • On course • Odometer readings mandatory from 2014 onwards • And their availability for the NSA 61st session of UNECE WP.6

TF Meeting • Odometer readings should be favoured as the basic method • In line with new vision for EU statistics • In line with burden reduction concerns • Prospect to use more and more available administrative data • Promising for more harmonisation and comparability 61st session of UNECE WP.6

TF Meeting • Conclusions • Still too early to work under a legal basis • The annual exercise should continue on voluntary basis … • … until the revision of Directive 2009/40/EC • The tables should be adapted: • Some simplifications • Priority to the measurement of GHG emissions • Leaving a cell empty should be justified • The CGST should set up a new TF which will • Analyse the results of the annual exercises • Consider the transition to a legal basis • The countries should establish a methodological collaboration • To exchange best practices on the use of odometer readings • In this regard Eurostat launched a call for an ESSnet project 61st session of UNECE WP.6

(depending on: CGST decision, emergence of an ESSnet project) ! • (new) TF meeting to analyse the data collections and to consider a legal basis • Voluntary data collection on reference year N-1 with updated tables • ESSnet events (workshops, training sessions, visits of experts…) 2014 ! !
