  4. April TAKS Administration Reminder there are no make-up dates for this assessment. Tests are only available on their scheduled date.

  5. Timed Tests • You cannot do a mass start time/stop time • Time starts after the directions have been read • If a test administrator goes over the 4 hours, report it immediately to DTC • TAKS tests are untimed • Start testing students with extended timeas soon as possible to ensure 7 hours • Once the test has begun, the test administrator must communicate (orally or in writing) the amount of time left to test in one-hour intervals and in shorter intervals during the last hour • Time only stops for the following: • Nurse - Consolidation or movement into a new testing environment • Lunch - Emergencies

Test Versions • TAKS - exit level • STAAR– most students, allowable accommodations • STAAR MODIFIED – special education student only, must meet participation and eligibility requirements – test separately as required • STAAR L – on-line, if paper copy required, request now from district testing office • Spanish version – instructions must be read separate from English version. Can be in the same room. Neither test begin until both sets of directions have been read.

  7. Form Numbers • Oral administrations must use the same form number booklet (Recommend using FORM 01 only for OA) • STAAR Modified –TA will need a booklet as required by test setting (there are no form numbers on modified test booklets)

  10. Responsibilities

  11. Principal Responsibilities • Attend trainings and sign oath • Ensure security and confidentiality of the tests and materials • Designate CTC • Oversee training and the implementation of test administration process as stated in the manual • Approve test administrators, logistics and ensure that the testing environment meets the following: • Testing rooms are quiet, well ventilated and comfortable. Students have enough room to work • A “Testing-Do not Disturb” is posted outside each room • Bulletin boards and instructional displays are covered or removed from any location students may pass while testing • All desks used for testing are clear of books and other material not required for the test • Monitors the test administrators • Report any incident to the DTC

CTC Responsibilities • You are the contact person for all test-related communications at your campus • You are responsible for planning, training and execution of testing • You are required to be familiar with all manuals • You are responsible for supervising the verification of precoded test materials by campus personnel • You are responsible for accountability of all test material and for the accurate completion of all answer documents • All of this is done with the approval of your principal

CTC Responsibilities • Be responsible for all secure testing materials on your campus • Prepare answer documents for testing, this includes checking that the student’s data is current • Coordinate all campus testing logistics • Train all test administrators • Establish and monitor testing procedures to insure test security • Read the coordinator’s manual, the coordinator supplement, the accommodations manual, and the Security manual • Read the test specific administrator manuals • Attend test coordinator trainings • Receive and manage testing materials

CTC Responsibilities • Prepare and return all testing materials to the district test coordinator • Be the campus contact for all questions about testing • Report testing irregularities and security violations immediately to the district test coordinator • Manage the TAMS system on the campus for on-line testing • Update Testing Database with test assignments and accommodations • You and your principal are responsible for test security on your campus • Supervise and actively monitor testing • Verify appropriate score codes, test taken information codes, testing accommodations codes, and all other coding is correct on answer documents

Test Administrator Responsibilities • Read the Test Administrator Manual • Attend training conducted by your campus test coordinator • Receive secure testing materials from your campus test coordinator • Observe all rules regarding test security and confidential integrity of the state testing system • Read “Guide to the Test Administration Directions” prior to administering any state assessment • Administer the tests in strict compliance with the directions in the Test Administrator Manuals • Supervise and actively monitor students during testing • Do not provide any unauthorized assistance to students during testing • Do not view the test, discuss the test, or score a student test either before, during, or after testing

Test Administrator Responsibilities • Complete answer documents in accordance with the manual • Return all testing materials to the campus test coordinator (CTC) immediately after students finish testing • Help the CTC for on-line administrations of STAAR L as needed • Report testing irregularities and security violations immediately to the campus test coordinator (CTC) • Prepare statements for submission to CTC if you are involved in a testing irregularity or test security violation • Completely fill out all testing documents

Security and Confidentiality • Account for all secure materials before, during, and after each test administration • Protect the contents of all tests booklets and student answer documents • No person may view, reveal, or discuss the contents of a test or answer document unless specifically instructed to do so by the procedures in the test administrator manuals • No person providing an oral administration may write notes, calculations, or any other marks in a test booklet or in any other location

  19. General Security Information • The following govern test security • Texas Education Code (TEC) • Chapter 39, Subchapter B • Texas Administrative Code (TAC) 19 Subchapter 101, Assessment • Family Educational Rights and Privacy Act of 1974 (FERPA) • Texas Penal Code 37.10 - Tampering

Penalties for Prohibited Conduct • Placement of restrictions on the issuance, renewal, or holding of a Texas educator certificate, either indefinitely or for a set term • Issuance of an inscribed or non-inscribed reprimand • Suspension of a Texas educator certificate for a set term • Revocation or cancellation of a Texas educator certificate without opportunity for reapplication for a set term or permanently • Release or disclosure of confidential test content is a Class C misdemeanor and could result in criminal prosecution under TEC ξ39.0303, Section 552.352 of the Texas Government Code, and Section 37.10 of the Texas Penal Code.

Departures from Test Administration Procedures • Incidents resulting in a deviation from documented testing procedures are defined as testing irregularities • Each person participating in the testing program is responsible for reporting immediately to the campus testing coordinator any violation or suspected violation of test security or confidentially, including all testing irregularities

Irregularitiesfrom Early April • Students wrote Day 1 composition on Day 2 • Students worked on Day 2 during Day 1 • Students given wrong answer document for STAAR Modified • Students given another student’s answer document • Students took wrong test on make-up day • Students given indirect assistance on writing prompt • TA did not have or read directions from manual • TA did not comply with testing procedures as outlined in the manual • TA did not ensure students completed answer document • TA read writing selection to student • TA given wrong form test booklet for OA • Assigned accommodations not given • Unauthorized viewing • Monitoring violations

  23. Reporting Irregularities Notify the DTC immediately if you become aware of the following types of irregularities: • Eligibility, Timing, Monitoring or Procedural Errors • Cheating • IEP/IAP Implementation Issue • Improper Accounting for Secure Materials Note: Remember on all irregularities you will need to report the who, when, where, what and why. Always keep a log book and document everything.

  24. Collecting Documentation • All irregularities require the following documentation to be submitted: • Incident report including a plan of action (local form) • Signed statement(s) from individual(s) involved (typed, printed and signed name and dated) • Statements should not include names of students • The local disciplinary referral form must be used to report disciplinary actions taken against students for cheating, cell phone issues, and or disruptions. A copy needs to be included in the report.

Accommodations (STAAR) Refer to STAAR Accommodations and Optional Test Procedures and Materials Supplemental Aides – only those approved for SPED • Transcription – does not apply to time limit, student must check but cannot make corrections or changes to answers • Spelling Assistance – must meet all requirements • No Linguistic Accommodations for STAAR Spanish • See all others for eligibility and usage…….

  35. Accommodations (TAKS) • ACCM 2010-2011 • Accommodations on ADs are only marked if used during the test • Do not mark “P” and “OA” if an oral is given. Mark “OA” not the “P” for placement.

  36. Oral Administration (STAAR) Requires additional training • page 103 (EOC Manual) • TA should get a copy of the accommodation page found in the State Assessment Reference Guide • Must date, initial and sign bottom box on oath prior to the test administration

The Two Types of Oral Administration for STAAR ALL • all questions and answer choices • A student’s IEP/IAP may have assigned the option to “change” level of support during the test • Students who are able to “change” level of support based on documentation in IEP/IAP can go back and forth • Test administrator receives a test booklet (same form as students, recommend Form 01) PART • Questions, answer choices, words or phrases • Students cannot change from “PART” to “ALL” • Test administrator reads over the student’s shoulder Test administrators should NEVER read the reading passages. FULL and PART oral cannot be in the same testing room.

  38. What about transcribing? If the student has the accommodation, then complete transcription and note on the top of the answer document the reason and name of person that transcribed. Transcribed by Cindy Blair on 4/23/14 due to IEP.

  39. Linguistic Accommodations (STAAR) If a linguistic accommodation has been predetermined and documented by the LPACyou must mark “LA” on the answer document even if a student does not use all the accommodations

  41. Dictionaries (STAAR) Refer to TEA Dictionary Policy and the Linguistic Accommodations for ELLs Reminder: Dictionaries must be available to students at a 1:5 ratio but it is recommended that each student be provided with their own dictionary Thesauruses are allowable

  42. Calculators (STAAR) • Must be provided to students taking STAAR, STAAR L or STAAR Modified: • Algebra I (1:1 ratio) • Biology (1:5 ratio) • No CAS calculators allowed • Calculators must be cleared to factory default settings

Dictionary and Calculator Use (TAKS) • Combined dictionary/thesaurus • Ratio 1 to 5 • LEP students may also use an ESL dictionary (not a bilingual dictionary) • Calculators • For math, graphing calculators on a 1 to 1 ratio. Must be cleared prior to and after testing. Cannot have a QWERTY keyboard or computer algebra system (CAS) • For science, graphing, scientific, or four function may be used on a 1 to 5 ratio. If graphing calculators are shared they must be “hard” cleared prior to each student’s usage. Cannot have a QWERTY keyboard or computer algebra system (CAS)

  46. Eligibility for STAAR Spanish and STAAR L

ELL Participation in General STAAR Assessment • STAAR is taken by ELLs and other students not assigned to STAAR Spanish, STAAR L, STAAR Modified, or STAAR Alternate • Remember: • STAAR L on-line is for mathematics, science, and social studies. No STAAR L version for reading and writing • STAAR Spanish is for grades 3–5 only • Linguistic accommodations beyond testing in native language not permitted for STAAR Spanish • ELLs taking general STAAR assessments are permitted some linguistic accommodations

ELLs with Parental DenialsTAC §101.1005 (f) Reminder: These students are not eligible for special ELL assessment, accommodation, or accountability provisions • No testing in Spanish • No linguistic accommodations during testing ELLs with parental denials may, however, use bilingual, ESL, or other allowable dictionaries as part of dictionary policy for STAAR reading and writing tests in grade 6 and up; under this policy, use of dictionaries not considered linguistic accommodation

Planning for Test Administrations –STAAR L • Set up and add students into session in TAMS (refer the Assessment Management User Guide page 83 TAMS- Home tab- click on link) • Ensure that there is one pair of headphones per student for administrations of STAAR L in which multiple students are tested in the same room (STAAR L online interface allows students to hear words read aloud) • Keep in mind that students taking STAAR L online may be eligible to use a bilingual dictionary and/or receive extra time • STAAR L is not available for Reading or Writing

  50. Planning for Test Administrations –STAAR L • Students must complete STAAR L tutorials prior to the test administration (link to Tutorials is found on Testing Website) • Ensure that a System Check has been completed on all computers • Student Authorization Letters are secure documents • For EOC, if a student takes STAAR L, an answer document will not be submitted
