Why? • June of 2007, DCC sought formal proposals for a Fats, Oil and Grease (FOG) management programme • To address the many grease blockages and backups occurring in the City drainage system. • December 2007: Compliance Consulting was awarded the FOG Programme Tender • January 2008; Implementation of programme

  4. Why? • Compliance with Water Framework Directive • Escalating Maintenance Costs • Application of Polluter Pays Principle

  5. Problems For Dublin City Council • Causes Blockages in Sewer Network • Results in Flooding and Pollution • Health and Safety Issues • Closure of FSE • Reduces Capacity in Network • Expensive and Very Messy to Remove • Major Problem at Ringsend TW

History • Initial Scoping Study in City Centre 2003 • 200 FSEs surveyed………2 Were Compliant! • Pilot Study in Donnybrook 2004 • Monitored the Performance of 20 FSEs with Proper Equipment • Decided to Engage Outside Contractor • Commenced Procurement Process Dec 06 • Successful Tenderer, Compliance Consulting, Identified Dec 07

  7. Type of Contract • Traditional “Construction” Contract Documents Not Applicable • Difficult to Quantify Amount of Work Involved • New Contract Documents drafted • Bill of Quantities Based on “Schedule of Rates” Approach

  8. Contract Deliverables • Locate, Identify, and Survey 2000 FSEs • Draft Discharge Licence under Water Pollution Act • Educate and Train FSE owners/managers on Best Management Practices • Monitor Compliance With Licences Quarterly

  9. First Annual Report • 2000 New Licence Inspections • 2394 Monitoring Inspections Completed • 1200 FOG Licences Issued by DCC

  11. Quantity of FOG recovered in first year per category of FSE (m3/annum)

  12. First Annual Report • 2500 tonnes FOG recovered • Over 800 new Grease Traps Installed
