  1. Campaign Planning Process Step 2 – Review of the Situation 27 March 2006 UNCLASSIFIED

Learning Objectives This module will cover Step 2 of the Campaign Planning Process. • Aim of Step: • CCTF & staff gain an initial understanding of the background to the crisis & the current situation in the prospective operational environment. • Starting Conditions: • CTF activation & formation in progress. • Multinational augmentation process has begun. • CTF HQ planning organizations established. • Warning Order 1 published.

Learning Objectives • Basic Process: • CCTF, Staff, NCEs, Components, & interagency (IA) representatives gain shared knowledge on the short & long term foundations of the situation. • This step is centered around the Operational Intelligence Preparation of the Environment (OIPE). • OIPE focuses on the whole environment. It should include joint, MNF, & IA (civil governmental & UN / IO’s / NGO’s) perspectives. • Ending Conditions: • The CCTF has a sufficient understanding of the situation, given time constraints, to proceed to the next step of Problem Identification & Analysis. • End Product of the Step: • C2 Intel Plans publishes the OIPE brief & a summary for distribution to CTF HQ & Components (NLT 2 hours after completing the Review of the Situation step).

Preliminary Notes • This step is crucial in providing a base line for the subsequent mission analysis. • This is not confined to a C2 Intel perspective of the OIPE. • It includes perspectives from cultural and political subject matter experts (C5, C7, POLAD & IA reps) & UN agencies/programmes, IOs & NGOs. • The urgency of the crisis will determine the time available for this step. • This review could last only a few hours (time constrained) or take as long as 3 to 4 weeks (or longer) if the time is present and the situation is complex (and not requiring immediate response).

Step 2 – Review of the SituationPreliminary Action • Multinational augmentation should be initiated as rapidly as possible. • Lead Nation has requested MPAT cadre augmentation from supporting nations. • NCEs should be integrated / being deployed to CTF. • Actor / Stakeholder Matrix should be developed. • It lists major actors, stakeholders (factions or movements, etc.), IOs, NGOs, governmental agencies (host nation & multinational), & other key agencies or organizations. • This identifies their roles, missions, “agenda” & objectives (iterative process; continual review and updating required).

Step 2 – Review of the SituationMain Action • The C2, C5 PLANS, C5 POLICY, C7, & POLAD develop the OIPE. • COS reviews OIPE with C2, C5, C7 staff directorates and POLAD for coherence & completeness prior to briefing the CCTF. • Situational Review session of the OIPE is presented to the Command Group.

Step 2 – Review of the SituationMain Action • The OIPE should cover “at the minimum” the four areas outlined below. • Area 1: Political, military, economic, social, information, infrastructure, public will, cultural background & issues, resources, legal affairs & any threat outline (background, motivations, capabilities, & most likely & most dangerous COAs) for the focus country / countries in the Area of Operations (AO). • Area 2: Interests & positions of the UN, Regional Organizations (e.g., ASEAN), nations in the AO & friendly / threat-supporting nations, IOs, & NGOs. • Area 3: Geographical, terrain, climate, & weather. • Area 4: Actor / Stakeholder Matrix listing roles, missions, “agenda”, objectives (& strategic end states, if applicable).

  8. Step 2 – Review of the SituationOrganizational Actions • The OIPE must be posted in a location & fashion so that the CTF HQ Staff & Components can update the OIPE in an iterative process as additional information / intelligence becomes available, & the situation evolves.

  11. Summary • Step 2 ensures situational awareness & understanding is attained. • The OIPE is the central unifying mechanism to provide a coherent understanding of the entire environment (not just the threat). Do NOT focus solely on the Military Perspective
