  2. Fiscal Year 2011 Disaster Thresholds released by FEMA • The Countywide Per Capita Impact Indicator: $3.27 • The Statewide Per Capita Impact Indicator: $1.30 • State Threshold (Pop. X Per Capita): $20,777,091.40 (15,982,378 x $1.30) • The threshold for Small Project grants: $62,900 • The IHP Maximum grant FY 2010: $30,200 • The Per Capita indicators are used by FEMA to evaluate whether the impact of an incident is severe enough to warrant a presidential declaration. A county by county chart of the Per Capita Impacts is available from the FloridaDisaster.org website at http://www.floridadisaster.org/Recovery/PublicAssistance/documents/State%20&%20County%20thresholds.pdf. However, it must be noted that this chart uses 2000 Census data and will need to be updated with the 2010 Census data once it becomes available.
