High Investments in waste water infrastructure • WW networks have very high investment costs • WW treatment plants are complicated technical systems • Operating staff needs high qualification • Without qualified staff utilities cannot achieve the effluent results as required by law and with state-of-the-art technology • There is a need for continuous training!

  6. How do DWA-Neighbourhoods work? (1) • About 20 wastewater treatment plants form one „Regional WW Neighbourhood“ with 2 – 4 meetings / year • „Thematical Neighbourhoods“ • Every Neighbourhood is conducted by a teacher/coach • Uniform framework conditions for the whole of Germany are defined by the DWA special committee „Neighbourhoods“ • There is cooperation among Austria (ÖWAV), Switzerland (VSA) and Germany (DWA)

  7. DWA Regional Offices Neighbourhoods are organised by the DWA Regional offices. They • … have been established throughout Germany. (324 neighbourhoods) • … are taking care of the interests of their members.   10. AnnualComparision of the Performanceof the Wastewater Treatment Plants • Self-monitoring is an important topic in the DWA-Neighbourhoods: More than 3.6 Mio. Data collected through the staff each year • The data are summarised within the DWA-Neighbourhoods and reviewed in the regional groups (ca.6.000 plants!) • Consolidated and published by DWA once a year since 1988

Results regarding the river basins 2010 • EU- Water Framework • Directive leads to evaluation in river basins • Since 2007 the evaluation is done by DWA in river basins according EU- Water Framework Directive • The monitoring within DWA-Neighbourhoods shows e.g. that the requirements of the European Urban Wastewater Treatment Directives are fulfilled in all river basins in Germany

Benefitsof the Annual Performance Comparision of WWTPs • Participating WWTP => Internal quality improvement process - Become familiar with the „own“ plant - Practice the collection of data - Detecting problems / development of measures => Quality assurance and Environmental protection => Reducing costs • External Benchmarking => Availability of Statistic data - Information for the public and politics - Documentation of the success of the treatment plants => Acceptance of Wastewater fees => public and individual use of data is possible

Motor for life long learning in Germany • Culpable or negligent violation of third party‘s rights causes compensation of the company (German Civil Code § 823) Injury – Death – Environmental Pollution • Culpable violation of organizational duties leads to personal consequences for manager of the company • Solution: staff qualification and clear delegation of tasks
