Shall perform the following functions: • Preparation of documents, substantiations and recommendations to the decisions taken by Akimat, decisions and orders of taken by Akim in construction, land development, planning, building, and landscaping according to the competence of those bodies. • Organization consideration of applications and provide customers, investors, builders, developers, planning documentation, artist works and users of objects of investment, and urban planning. • Control over fulfillment of planning and land legislation, relevant decisions of Akim, their own prescriptions and decisions taken in the framework of its competence. • Participation in the development of rules of building of the city, which serves as a means of regulation of urban planning at the local level, taking into account features details of the position of town planning legislation. • Preparation of proposals for the allocation of land plots on basis and in pursuance urban planning documents, including the draft commuters. • Participation in the work of the State Acceptance Commission, in examination of projects implemented by the local budget. • Organization of carrying out competitions for the development projects of planning, construction and improvement of of residential areasand micro districts as well as individual buildings. • Implementation of site preparation, including land grant, issue briefs that enter into Agreements for construction, technical supervision of construction quality. • Issuance permitting documents for the renovation and construction of facilities, organization and participation in the acceptance into service of constructed facilities, implementing Architectural and within the authority of the Division.

Renditions activities major institutions are: • Planning and development of the city and suburban area, in accordance with urban planning policy; • Construction and improvement of streets and squares, residential and industrial areas of, areas of recreation and commuter; • Quality construction and timely commissioning of objects
