THE TOOL PROCESS INSTRUMENT The INSTRUMENT: This research componentaims to assess legal, regulatory and standard public health data from a human rights perspective It consists of questions on: • The international and national legal context of a country, including its human rights commitments • Broad, cross-cutting issues relating to the health issues at hand • Laws, regulations and policies • Health systems financing, performance and outcomes The PROCESS brings government officials, policy makers and other stakeholders together to address barriers and challenges related to the health topic

LESSONS LEARNED Field tested in 7 countries Field tested in Brazil, Indonesia, Malawi, Moldova, Mozambique, Sri Lanka and Tajikistan • Recognize national human rights obligations related to sexual and reproductive health and HIV. • Review and document government efforts to put in place a supportive legal and policy framework related to sexual and reproductive health and HIV. • Identify legal, policy and regulatory barriers to sexual and reproductive health and HIV. • Engage health sector and non-health sector actors to help eliminate law, regulatory and policy barriers to sexual and reproductive health and HIV. • Make recommendations for legal reform to overcome or reduce these barriers.
