WMO DRR Work Plan Implementation for Disaster Risk Reduction (DRR)

This document provides an overview of the key decisions made by the World Meteorological Organization (WMO) governing bodies for the DRR Programme from 2011 to 2013. Key Decisions of WMO Governing Bodies for DRR Programme (2011-2013) • Cg-16 (2011) • Approved strategic priorities in DRR (2012-2015) and identified disaster risk reduction as one of the 5 priority areas of WMO • EC-64 (2012) • Adopted the DRR Programme Work Plan (2012-2015) (Annex 1 to Resolution 8) • Established the DRR Thematic User-Interface Expert Advisory Groups (DRR UI EAGs) • Requested the Presidents of TCs: • To engage with the DRR UI EAGs on needs and requirements; • To develop a forward plan that highlighted concrete areas and mechanisms for engagements of Technical Commissions (TCs) in the implementation of the DRR Work Plan • EC-65 (2013) • Adopted Terms of reference of Thematic User-Interface Expert Advisory Groups (DRR UI EAGs) • Requested the Presidents of TCs for implementation of DRR Work plan to: • Evaluate current activities relevant to DRRWork plan • Identify those activities that would require strengthened inter-commission coordination • Identify new activities that may be considered overtime

For Consideration of PTC 2014Recommendations of 1st DRR FP TC-TP Meeting(Doc 4.2(2), Annex II) (1/2) • Review and Development of relevant guidelines, recommended good practices and standards for: • hazard monitoring, detection, database and meta data and mapping techniques for weather, water, marine and climate related hazards to support risk analysis • Operational aspects of Multi-Hazard Early Warning Systems (MHEWS);

For Consideration of PTC 2014Recommendations of 1st DRR FP TC-TP Meeting(Doc 4.2(2), Annex II) (2/2) (ii) The development and implementation of an integrated operational demonstration project in Risk Analysis and Multi-Hazard Multi-Sectoral Early Warning Systems engaging all relevant TCs and TPs and Regional Association II in Southeast Asia. • Coordinated, integrated approach to development of meteorological, hydrological, climate services to support risk analysis and risk-based early warning systems with user-driven service-oriented approach considering, policy, institutional partnerships and operational aspects engaging DRM and economic sectors and UN and development partners. • It would provide an example of integration across multiple disciplines and scales through the operational engagement of a number of relevant TC mechanisms programmes, technical assistance projects and activities such as TCP, CBS-SWFDP, JCOMM-CIFDP, CHy-FFG, CBS-ERA, CAS-TIGGIE and the CAS-WCRP legacy projects, CAgM – MILAC and operational network of WMO (WIGOS, WIS and GDPFS)

WMO Strategic Priorities in DRRApproved by WMO Congress XVI (2011) • Providing data, analysis and hazard information for risk assessment, sectoral planning, risk financing and transfer and other informed decision-making; • Development, improvement and sustainability of Multi-Hazard early warning systems; • Development and delivery of warnings, specialized forecasts driven by requirements in socio-economic sectors; • Better integration of meteorological, hydrological and climate information in risk management in socio economic sectors (e.g., land use planning and infrastructure design), • Continued public education and outreach campaigns; and, • Strengthening cooperation and partnerships with DRR stakeholders
