  1. Block I – Extension and dissemination of sustainable forest management principles and experiences • Block II – Developing forest policies and strategies, and restructuring state forest administration • Block III – Upgrading higher education and training in selected fields of the forest sector Russian-Swedish Forest Sector Cooperation Programme (RSFSCP)

  2. Eight topics have been tentatively chosen for the development of Block III to be further discussed and elaborated together with the Russian Partners: • III:1 Establishing Focal Training Centres, Design and Installation of a Distance-Learning Platform • III:2 Training in “Adding Value to Forestry and Wood Processing” • III:3 Training in “Use of Wood for Energy Purposes” • III:4 Training in “CTL Harvesting Methods, Technique and Equipment” • III:5 Training in “Operational Planning of Logging and Wood Supply Operations” • III:6 Training in “Criteria and Indicators of Sustainable Forest Management” • III:7 Training in “Accessibility of Forest Resources and Development of Forest Roads” • III:8 Training in “Forest Economy” Activities will focus on training of trainers/teachers

  3. Overall Scope and Objectives of Subproject • to transfer knowledge and experiences regarding the use of wood raw material for energy purposes to Russian teachers/instructors at selected educational institutions – universities, colleges; • to assist in elaborating curriculum, developing certain training components and preparing relevant training material for courses focusing on “production, processing, and use of wood raw material for energy” at the selected educational institutions; • to assist in integrating developed training components into ordinary education programme for young students; • to assist in providing short courses for further training of already employed people; • to establish networks between Russian and Swedish educational institution for sustainable contacts and cooperation

  4. The Subproject is supposed to cover following issues: • Biofuel/wood fuels – terminology, definitions, characteristics, etc. • Raw material – supply and availability – logging residues, non-industrial wood, industrial byproducts/wood waste, etc. • Harvesting/raw material gathering techniques – equipment, work methods, etc. • Further processing and upgrading – chips, briquettes, pellets, powder, gasification, etc. • Transports, fuel handling and storing • Burning techniques – production of heat and/or electricity • Handling and recycling of ash • Flue gas cleaning • Economy • Environmental aspects – in the forest, at forest industries, at energy plants – locally and globally • Organizational aspects – supply systems, trading, etc.

  5. Target Groups and Beneficiaries • Moscow State Forest University, Moscow • St. Petersburg State Technical Forest Academy, St. Petersburg • Lisino Forestry College, Leningrad region • Arkhangelsk State Engineering University, Faculty of Forestry, Arkhangelsk • State Scientific Center of Timber Industry Complex, Moscow (SSCTIC). • Syktyvkar Forest Institute, Republic of Komi

  6. Practical Organization of the Project Implementation: • education/training activities for 2-3 teachers • from each involved institution • preparation of a course manual on the project • topic • study tour to Sweden and Finland

  7. Project results • Project Meeting I was held in St Petersburg on April 20th 2006. Presentation of the project partners and discussion of the project’s aims and scope took place. • Workshop“Education and Research Development in the Field of Bioenergy” was held in continuation of Meeting I on April 21st at Lisino Biocenter. • Project Meeting II was held in Moscow on September 25th 2006. Principal agreement on the contents of student manual has been achieved.

  8. Project results, continuation: • Workshop and Training session were carried out at Moscow State Forest University June 19-20 2007 • Study Tour to Sweden and Finland was organized by the Department of Bioenergy SLU and carried out October 1-9 2007 • Course manual “Forest Bioenergy” has been developed in collaboration and published with release in Spring 2008

  9. Study Tour to Sweden and Finland The study tour was carried out 1-9 October 2007 . 14 representatives from Moscow State Forest University, St. Petersburg State Forest Technical Academy, Lisino Forest College and Biocenter “Lisino” have taken part in its activities.

  10. Contact with Swedish Authorities and Higher Education Institutions The participants have met the representatives of the responsible Swedish authorities (Swedish Energy Agency, Swedish Forestry Agency, Swedish Environmental Agency), International authorities (Baltic-21), Swedish and Finnish Higher Education and Research Institutions (KTH and SLU, Sweden, Lappeenranta University of Technology, Finland) and had possibility to make acquaintance with energy policy, environmental policy and related scientific research and education programs.

  11. Industrial contacts The participants have had a good possibility to make a detailed acquaintance with practical details of bioenergy production and use in Sweden and Finland. They have visited in Sweden, in particular, Naturbränsle AB, Enköping CHP, GlashusEtt in Hammarby Sjöstad, Kungsängsgården in Uppsala, Hallstavik paper mill, CHP plant in Hässelby, and also METLA in Finland

  12. Contents of the Course manual “Forest Bioenergy” • Introduction 1. Sustainable energy use and the prospects of bioenergy applications (Dr. Matti Parikka, SLU) 2. The state of the wood fuel power engineering in Russia and in Europe (A. Levin, MSFU, T. Stern, Dep. Of Bioenergy, SLU) 3. Types of wood fuel, availability features (D. Chernikovsky, St. Petersburg Forest Academy, V. Kholodkov, Lisino Forestry College ) 4. Production, logistics and storage of wood fuel. (A. Levin, MSFU)
