  3. ENPI programming • Countries covered: Southern Mediterranean, Southern Caucasus, Eastern Europe • Legal basis: ENPI regulation (article 179 and 181a) • Procedure: Decisions taken by the Commission and the Council with some consultation of the Parliament

  5. ENPI programming • General trends: • Strong focus on trade facilitation • Little spending planned on education and health • Focus on migration • Gender absent from most CSPs • Participation: • Very little CSO participation • National parliaments and local authorities often out of the process

ENPI timeframe • 2006: CSPsdrafted by the Commission • End of 2006: CSPs screened by Member States ENPI Committee and Parliament • Early 2007: Most of the CSPs adopted • Before May 2007: AAPsdrafted by the Commission • June/July 2007: AAPs screened by Member States ENPI Committee and Parliament • September/October 2007: Most of the AAPs adopted • Early 2009: Initial discussions on the CSP Mid-term reviews
