  9. Priority Areas for Ukraine2007-2010 • Democratic Development and Good Governance – 30% • Regulatory Reform and Administrative Capacity building – 40% • Infrastructure Development: Energy, Transport, Environment, Border Management – 40%

Practical aspects of the new instrument Implementation modalities - General ► Technical assistance ► Targeted administrative measures: twinning ► Sectoral or general budget support ► Investments and investment related activities ► Debt relief programmes ► Microprojects ► Food security measures ► Contributions to the EIB or other financial intermediaries for loan financing, equity investments, guarantee or investment funds

Practical aspects of the new instrument Implementation modalities - Ukraine • to be decided action-by-action at the stage of programme identification (EC Delegation lead) • sector/budgetary support whenever possible and appropriate • Infrastructure development in close cooperation with EIB+EBRD • Twinning/TAIEX/Technical Assistance • Mechanism to support civil society
