Approval Decision Analysis Responsibilities and need for differenced education of def. standardization custodians in MoD Director of the DSCGQA Authority is responsible for overall Defence Standardization management in the Czech Republic and in the Ministry of Defence (particularly for standardization of terminology, codification and GQA) Chief of General Staff, NAD and other MoD top level managers are responsible for Def. Defence Standardization Department is responsible for the process of ratification and implementation of the NATO Standardization Agreements into the legal environment of the Czech Republic; is responsible for the process of development and maintenance of the Czech Defence Standards; administers the process of the standardization of the terminology and keeps the unified terminology in accordance with NATO agreed terminology; receives, registers, stores and distributes NATO standardization documents; represents the Czech Republic and MoD in the NATO AC/321 – Committee for Standardization and its subordinated SMG. 7

Challenges and goals for DSD/DSCGQAA • Keeping high level of service during to implementation of State service Act No 234/2014. • Verification of correct STANAG, AP and CDS referenced in MoD contracts, closer cooperation with MoD Armaments and Acquisitions Division focused on valid and relevant standard use. • Participation on the verification of logistician STANAG implementation - Capable Logistician 2015 Exercise evaluation. • Exploitation of EDSTAR standards recommendations. • Serve as Centralized access point in MoD for all EU standardization related documents. • Sharing experiences and resources with other NATO and EU partner countries. 8

Transformation issues • Beginning phase • Info collection and evaluation, using of lessons learned, ideal stand management model (BPM at MSHT portal) • legal framework development • establishing defence standardization authority • initial document storing and distributing (doc. registry). • Building of the standardization management system • responsibility matrix, • education and training of core MoD positions, • NATO stand document distribution cycle, • analysing priorities (capability driven). • Productive phase • enhancing effectiveness of information system, • own education and training capacity. 9

Recommendations and proposals • Promise less, finalise more, • Undoubted continuous responsibility for every single standard is crucial, • Thorough analysis at the beginning saves a lot of time in following standard implementation phase, • International cooperation saves time and resources - possibility of closer CZE – UKR bilateral cooperation in the field of defence standardization. 10
