Need for Planning Guidance in West Hampstead • Long-standing commitment • London Plan – min. 800 homes and 100 jobs • Core Strategy anticipates development to exceed target • Future change needs to be coordinated and allow stakeholders to be involved • Planning Guidance can: • Build on adopted policy and Place Plan objectives • Provide guidance for open space, linkages and public realm • Develop principles for opportunity sites • Assess capacity and massing issues • Need to consider relationship with Neighbourhood Plan

Objectives Derived from previous consultations and the emerging Neighbourhood Plan Growth and uses • Growth to exceed London Plan targets and to be in the region of 1,000 homes and 7,000 sqm of business floorspace (along with some other uses) [CS6] NP objective 1 Policy 1 & 3 • A mix of uses, including substantial new housing, town centre, employment and community uses, and open space [CS6] NP objectives 1,4, 5,9,10,11,15 Street environment • Improved street environment and interchange around transport facilities, including improved crossing and wider pavements [CS6]by ensuring that developments are set back adequately[Place Plan] NP Objectives 3 • Upgrade routes and community safety along Blackburn Road to the O2 Centre, Billy Fury Way, Black Path and Potteries footpaths [Place Plan] NP Policy 8

Objectives (cont.) • Investigate long term opportunities for improving the movement routes around the area including north to south across the railways [Place Plan]NP Policy 8 • Improved bicycle movement and routes [CS6] and deliver improvements to cycle safety, ease of movement and cycle parking [Place Plan] NP Policy 8 Public open space • On-site public open space [CS15]and improve existing parks and open spaces and identify potential new sites [Place Plan] NP objective 6 • Address the missing green habitat link along the railway lands and enhance biodiversity [CS15 and Place Plan] NP Policy 15 Design • Sustainable and safe design of the highest quality that respects the character and heritage value of West Hampstead [CS6] NP Objective 2 Policy 2
