Doctrine: insufficient resources assigned to doctrine development positions throughout TRADOC – filled 49% of authorizations.
Training Development: Impacted by lack of resources, split responsibilities with TRADOC
Training Support: ITE &LVC-IA on track; dL getting fixed; Sims/simulations doing well; CTC undermanned but getting job done

Concepts Development: Lack of personnel with operational credentials and futures assessment skills hinders quality and content of CD Products within required two year cycles.
Requirements Determination: Establishing CDIDs at CoE has mitigated some risk by consolidating personnel. However, shortages in qualified RD personal still place RD at risk.
Capability Integration: Degraded by lack of personnel with appropriate knowledge and experience required to integrate capabilities across warfighting functions and organizations.
