Introduction • The vision of the unit which we established in 2012 and I head today is to direct a structured entry of the State of Israel into the biometric age on the national level. • The unit’s tasks are: • Integrative national program for biometric applications in the governmental, public and private sectors in Israel; Policy guidelines, standards in the field of biometrics, information security and privacy protection. • Overlooking the implementation of the law that institutes the subject of IDs (e) and passports (e) with biometrics in Israel(Biometric Data Base). • Ram Walzer: Biometric Applications Commissioner, PMO, Israel. Challenges & Opportunities INTRODUCTORY REMARKS Concepts & Methods • The geopolitical status of the State of Israel over the years has created challenges, some of which are unique, but has also created opportunities. • Israel’s unique position and its experience in aviation and border security, has led to the development of tools, technologies and best practices to deal with threats and provide security. • Security is always a top priority, yet it always lacked resources and was • underbudgeted. • A steady increase in the number of passengers and border crossings • Significantly better technology • Political changes in the region and inside Israel Change Mid 1990’s

The outcomes that could be incorporated into the ABC outlook are: • Document authentication • Biometric authentication • Permission control • Threat Oriented Security Check • Intelligence • Advanced Passenger Information (Collect PNR and use for pre-screening) • A to Z biometric process (Security check; Check-in; Body check; Passport control; Gate control; Lounge access and other services (potentially) • HBS - Hold Baggage Screening (HBS) in aviation security, integrated with Threat security checks • Others Standard ABC

  6. Challenges & Opportunities INTRODUCTORY REMARKS Future • Israel’s objectives: • 1. Enabling safe, efficient and easy mobility around the world for its citizens. • 2. Provide foreigners who cross Israel’s borders with safe, efficient and convenient service. • Both, while preventing terror, crimes and illegal migration. • In order to achieve these goals Israel will: • continue to adopt international standards in various fields that provide complete solutions. • continue to issue passports (e) with biometrics to its citizens. • try to take part in global trusted travelers programs (MFA) • endeavor to open e-gates that meet the standards and best practices, and provide solutions to the demands of the various agencies involved at border crossings. • advance cooperation with other countries with the goal of improving its threat oriented security check and API capabilities. • work independently and in cooperation with other countries to advance R&D in the field of biometric applications.

  7. INTRODUCTORY REMARKS Challenges & Opportunities • Already in practice- since July 2013, the Ministry of Interior has been issuing passports (e) and IDs (e).
