Are your childrensafe in your home? • Are you connected to the Internet at home? • Who knows more about computers…you or your children? • Do you have rules for Internet use? • Do you think your rules follow your child to:school, library, or a friend’s house. Chief Chip, through education,removes the victimbefore the crime occurs!

  3. Why should you care about Cyber Crime ? 1 pedophile abuses, on an average, 235 children! 1in 5 children on the Internet are sexually solicited. A group of 100,000 children on the Internet will have 20,000 children solicited… with only 1 out of 4 children telling their parent or guardian. In the group of 20,000 solicitations only 4,000 children will tell their parents or guardians.  Adults can legally distribute adult content to children on-line withoutany legal ramifications. 70% of incidents occurred in the home.

What is being done about this epidemic? • The Federal government funds two investigators per state for chat room cyber crime investigations. • These investigators try to catch pedophiles online by acting like a child to lure the pedophile to them. • This is only one small part of the solution. Even the investigators confirm that they are way over worked and under staffed. Outline in the Charlotte Observer February 12, 2006. • How can anyone in law enforcement address the problem adequately? There is an estimated 189 million chat rooms that exist on the Internet with an average of 230,000 new chat rooms being added each month. • Several providers like AOL have staff that monitor their chat rooms. • April 17, 2005, an AOL Internet Chat Room monitor was arrested for luring a 15 year old girl for sex while he was working to keep children “safe”.

Chief Chip Juvenile/Safety program for all ages K-12 The First Step • Create different Chief Chip programs for various ages. • Develop information booklets, handouts and slide shows that can be downloaded and customized for free. • Receive suggestions and continue to update Chief Chip to ensure the program is always current. • Offer Chief Chip items, at cost, to ensure everyone can afford the program.

  10. Tools for our families to learn about cyber crime news and updates, allowing them to interact with other families and Law Enforcement creating a Web Watch on-line. The Second Step • Post newsletters with informative updates and family interactive activities for everyone. • List recommended guidelines to educate and keep families safe and victim free. • Operate a filtered safe chat room for family interaction. • Create a link page with informative and safe internet sites.

  11. An integrated server network for Law Enforcement Officers to compare notes and increase apprehension of cyber criminals. Customized utilities to stop the cyber criminals. The Final Step • Setup a network of servers to share and exchange information. • Cyber Crime statistics from the site can be used to formulate new laws that will address current issues. • Because Cyber Crime has no boundaries, this will allow officers around the world to compare notes. • With the information gathered, we will be able to develop utilities and programs to assist in apprehending the criminal.

Chief Chip Funding Actualization Chief Chip is currently seekingfunds that will allow us to: • Fund the project and stafffor three years • Finalize development ofall three components • Implementation ofthe Chief Chip program This will allow the project to be self sufficient within three years.
