Recommendations from Secretariat Report

This report provides recommendations on strengthening leadership, membership, coordination networks, data and infrastructure, user needs and applications, human capital development, and communication in the implementation of AfriGEOSS. The achievements of African countries in GEO activities are highlighted, along with suggestions for improving collaboration and engagement at regional and international levels.

  1. Recommendations from Secretariat Report Andiswa Mlisa Africa Caucus, 11 November 2015, GEO-XII Plenary & Ministerial Summit, Mexico City, 9 – 13 Nov 2015

Achievements • GEO Membership of African countries • African contribution to GEO Implementation Boards and Working Groups • Active involvement in Africa caucus activities • Attendance at GEO events and official meetings • Participation in training courses (regional and international) • Sharing the AfriGEOSS concept and lessons learnt with other regions • Resource mobilisation through response to Calls for Proposals • Engagement in other African cooperative efforts • Networks within and outside the community • Focus on Africa issues at international and regional gatherings

Recommendations • Strengthened leadership and drive in implementing AfriGEOSS will ensure sustainability, progress and improve the benefits of AfriGEOSS. • Caucus to consider a rolling overlap in the representation to GEO EXCOM approach to preserve continuity and opportunity for participation. • Membership • Appeal to the community to assist in reactivating GEO leadership at the national level. • Recommendation to consider a more proactive approach in attracting new Members by sending invitations to Ministries, building on the Ministerial decisions received. • Steering Committee • Caucus to nominate remaining Members to the Steering Committee • Steering Committee to commence its work.

Recommendations • Coordination Network • GEO Principals to nominate National Focal Points and work towards establishing national GEOs. • Member States are encouraged to engage with their national delegations to / relevant Ministries to bring the activities of AfriGEOSS to the attention of the session Experts and Ministers. • Members and POs involved in these programmes to work towards strengthening the relationship with these programmes. • Data & Infrastructure • Members and POs to provide comments on the DICT draft report including providing reference material • Caucus to provide consideration on how the coordinated access and dissemination can be formulated into an agreement amongst the parties

Recommendations • User Needs and Applications • Members and POs already involved in the GEO Initiatives to take lead and establish the Coordination Teams. • GEO Principals to hold national GEO meetings to assist in identifying efforts at national level that contribute to GEO Work Programme. • Human Capital Development • A Coordination Team is needed to drive activities in this action area. Four of the seven POs are Regional Training Institutions, who can possible lead the Coordination Team. • Communication and Outreach • A Coordination Team, preferable with links to institutional communications officers is needed to make sure broader communication is achieved.
