This report provides an update on the activities and initiatives of the FGDC Secretariat, including discussions on global spatial data infrastructure, ISO TC 211 meetings, the first FGDC/Canada Indigenous Workshop, and the withdrawal of FIPS 10-4 country codes.

  2. Background This presentation contains information on the activities of the FGDC Secretariat. These activities are in addition to the support provided for the major FGDC initiatives and Committee support functions. This presentation is a read ahead for the CG meeting referenced and will be used as a walk-though of the topics at the CG meeting. Materials will not be presented in full at the meeting, it is the responsibility of the attendee to review the material prior to the meeting, as per CG member agreement.

Global Spatial Data Infrastructure • GSDI 11 World Conference, Rotterdam, The Netherlands – very successful • Theme: Spatial Data Infrastructure Convergence: Building SDI Bridges to Address Global Challenges • 1200 attendees • FGDC Executive Director gave keynote at the plenary • Met with 50 country’s representatives from their National Mapping Organizations to discuss NSDI implementation challenges/ strategies

ISO TC 211 Meeting Summary • International Organization for Standards (ISO) Technical Committee (TC) 211 (geospatial) • Hosted in Molde, Norway • The U.S. Delegation included personnel from the FGDC and FGDC member agencies • National Geospatial Intelligence Agency • U.S. Geological Survey • The U.S. Delegation also include Non-Federal personnel: • Bentley Systems, Inc. • Northrop Grumman Information Technology/TASC • Lockheed Martin • ESRI • George Mason University • Oracle

ISO TC 211 Meeting Summary cont’d • Key ISO/TC 211 meetings were: • Revision of ISO 19115:2003, Geographic information – Metadata, compilation of comments has begun • Editing committees for: • ISO 19144-2, Geographic information - Classification Systems – Part 2: Land Cover Classification System LCCS • ISO 19103, Geographic information - Conceptual Schema Language (Revision of ISO/TS 19103:2005) • ISO 19148, Geographic information - Linear Referencing Systems • ISO 19147 – GI – Location Based Services – Transfer Nodes, defining attribution and relationships with transportation networks • ISO 19154 – Standard Requirements for Ubiquitous Public Access, developing a technical report on content

U.S. Technical Advisory Group (TAG) to ISO TC 211 • 28th Plenary and meetings of ISO Technical Committee 211, Geographic information/Geomatics, were held May 25-29. • The U.S. Technical Advisory Group (TAG) to ISO TC 211 met on June 16. It voted to approve publication of the following standards as International Standards and adoption as American National Standards: • ISO/FDIS 19144-1, Geographic information - Classification systems, Part 1: Classification System Structure • ISO/DIS 19142, Geographic information - Web Feature Service • ISO/DIS 19143, Geographic information - Filter Encoding • Contact: Julie Binder Maitra, jmaitra@fgdc.gov

First FGDC/Canada Indigenous Workshop with the NCAI • National Congress of American Indians (NCAI) • US partners showcased their advancement in the NSDI through CAP • US topics: • Place Names Project for The National Map and GNIS - Coeur d’Alene Tribe; • Emergency Management and Mapping in Indian Country - Navajo and FEMA Tribal Liaison; • Metadata Training and Forest Management – Penebscot Nation • Great interest by NCAI, Canada, FGDC to continue (as funding permits) by planning for 2010 in conjunction with NCAI annual meeting.

FIPS 10-4 Country Codes Withdrawal • Update on activities presented by Rick Pearsall at the October 2008 CG meeting • FIPS 10-4 has been withdrawn • Significantly impacts Federal agencies • DSN codes, State Department country recognition, combatant systems, myriad of other Federal systems, Recovery.gov, spatial data • Meeting was on use requirements and how ISO 3166 may (or may not) be a replacement

FIPS 10-4 Country Code Withdrawal cont’d • Attendees: DISA, NISO, FGDC, DOS, NSA, US BGN, DOC, NGA, LOC, NIST, ODNI, USGS • Issues: • ISO 3166 does not recognize the same set of international entities as the U.S. (as per the State Department) • Some conflicting codes between FIPS and ISO • The names associated with the codes are not all the same as required by U.S. policy (political naming conventions) • The U.S has ISO 3166, 2 and 3 digit codes reserved for quick turn-around U.S. assignment • Key Item: being able to quickly assign new codes and inform constituents of the changes

FIPS 10-4 Country Code Withdrawal cont’d • World Fact Book (CIA), most up-to-data crosswalk of country codes (online) • https://www.cia.gov/library/publications/the-world-factbook/appendix/appendix-d.html • Agreement that ISO 3166 seems like the best way to proceed • Other options will be discussed in the next meeting • Make sure your agencies are aware of the discussions and impacts • FGDC: should determine if a policy/recommendation needs to be made

  12. ExCom Meeting Update • Targeting late July for next meeting • Number of items from the joint CG/ExCom meeting to discuss and get final decisions include: • ExCom liaison • Joint meetings of CG and ExCom • CG voting to include agencies/bureaus, not just one per Department?

  13. Wetlands Standard Vote • ExCom agreed with the CG recommendation to move forward with vote by the Steering Committee • E-Vote ballot being drafted • Ballot will go to the current SAOGIs • Simple majority vote of quorum will pass • No response is a yes vote

  14. Data.gov – www.data.gov • Purpose: to increase public access to high value, machine readable datasets generated by the Executive Branch of the Federal Government. • Catalog-based access • “Raw” Data Catalog • Tool Catalog • Geodata Catalog

  15. Data.gov – www.data.govcont’d • OMB pushing to publish 100,000 records – currently at 60,000 • Includes many records from GOS linked through an API • They are looking for additional record catalogs • Speak to/work through your CIO where the coordination is occurring

Recovery.gov - www.recovery.gov • Supporting the development of the American Recovery and Reinvestment Act (ARRA) of 2009, Recovery.gov site • Transparency and accountability • Management has transitioned from OMB to the Recovery Accountability and Transparency Board (RATB) • Core team is being developed and an RFP is going on the street to further support the geospatial capabilities • Currently at version 1.0, geospatial capabilities to be included in version 2.0 but still not fully defined • Doug Nebert is serving on detail in a supporting role

  17. Recovery.gov cont’d • GeoRecovery.gov Team • No longer meeting regularly • Has been asked to be available for input/recommendations on an as needed basis by the development team leads • Doug will communicate the needs when they arise
