  2. Capacity Building and Evaluation: Some Questions • If you don't know where you're going, you'll probably end up somewhere else." Yogi Berra Capacity for what? Capacity for whom? What outcomes do we expect? By when? How will we know we have reached our objectives? What indicators will we use? Who will make the value judgment based on the indicators? Who will be the consumer of the evaluation information? Will the evaluation matter?

Outcomes Short/midterm results: improved services Outputs Immediate results: more knowledgeable govt. officials Interventions Services: training, techincal assistance Inputs Resources: money Use of Program Logic Model in Surfacing Theory of Change

Final Thoughts • Evaluation objectives should be commensurate with capacity building objectives, which should be commensurate with the resources and design of the capacity building program • Every word in the indicator statement needs to be defined fully! “Improved district capacity to deliver services.” • Which services are included – Health? Education? Sanitation? • How much improvement is needed?
