Kansas-Nebraska Act Proposed by Stephen Douglas of Illinois • Created the territories of Kansas & Nebraska • Repealed the Missouri Compromise of 1820 • Allowed for “popular sovereignty” in the territories Popular sovereignty: political doctrine which stated that the people who lived in a region should determine for themselves the nature of their government (whether or not to have slavery)

Bleeding Kansas • The term “Bleeding Kansas” was used by newspapers to describe the violence (200 dead, $2 million in property damage • 1st battleground between those for slavery and those who opposed it • Border ruffians: armed Missourians who voted illegally in Kansas to help elect a pro-slavery legislature
