FSE 2000/2006Italy • Resources for the FC (Continuous Training Programme system): 5,100 billion lire (3,500 billion lire for central north Italy and 1609 billion lire for south of Italy) • Foreseen action plan: to apply a politics of change as regards to working hours and MDL flexibility; to develop the FC giving priority to the PMI and to the PA; to support the creation of small businesses and new work posts; to develop expertise in the sectors of research and technological development.

  2. Law 236/93 • Available Resources: about 1,300 billion lire • Foreseen action plan: processes to create a widespread FC (Continuous Training Programme system) culture and organisation; training of training body employees; company training; individual training.

  3. Tremonti Law • Article. 4 law no. 383/2001: • Extension of fiscal benefits for businesses for expenditure on training and courses.

The Continuous Training Programme System (FC) • Only 2% of public resources for education and training is assigned for the training of the nearly 21 million people already in employement, the 3 million people who occupy work posts which neither reflect practically nor economically their level of qualification, and to the 30 million unemployed people, aged over 18. • Of the 21 million people in employment only 1.9% is foreseen to participate in the activities of FC financed by public resources.

The Continuous Training Programme System (FC) • About 70% of the businesses interviewed revealed that they do not provide FC’s for their employees • About 70% of the workers interviewed revealed to have not participated in FC’s in the last 2 years • Training is received in particular by those workers who are “the strongest”of the working force.
