INSTITUTIONAL COLLABORATION LEGAL FRAMEWORK Article 17, Law no. 9049, dt.10.4.2003 “On the Declaration and Audit of Assets, Financial Obligations of Elected Persons and Certain Public Officials” The High Inspectorate collaborates with auditing organisms and other structures responsible for the fight against corruption and economic crime

  3. INSTITUTIONAL COLLABORATION • HIDAA collaborates and receives data from: • 1. Albanian National Bank and Second Level Banks operating in Albania • 2. Immovable Registry Offices • 3. General Directorate of Rural and Trasportation Service • 4. General Portual Directorate. • 5. General Directorate of Taxation • 6. General Directorate of Customs • 7. Commercial and Trade Register • 8. National Agency of Privatization • 9. The High Council of Justice • 10. Other institutions containing public registers

INSTITUTIONAL COLLABORATION The collaboration with specialized institutions In some particular cases HIDAA collaborates with: • General Prosecutor Office • Intelligence State Service • Directorate of Coordination for the Fight Against Money Laundering • Authority of Competition • General Directorate of State Police • Other Public or Private Agencies offering expertise on particular situations.

  5. Memoranda of Understanding To strengthen the fight against corruption, HIDAA has signed the following Memorandums of Understanding: July 2004 1. HIDAA – Movable and Immovable Registry Office 2. HIDAA – General Directorate of Taxation. 3. HIDAA – General Directorate of Customs. 4. HIDAA – General Portual Directorate. 5. HIDAA – General Directorate of Rural Transport Service. 6. HIDAA – High Council of Justice 7. HIDAA – Bank of Albania 8. HIDAA – Authority of Competition. 9. HIDAA – Ministry of Public Order

Memoranda of Understanding To strengthen the fight against corruption, HIDAA has signed the following Memorandums of Understanding: November 2005 • HIDAA – Ministry of Foreign Affairs April 2006 • HIDAA - Directorate of Coordination for the Fight Against Money Laundering. August 2007 • HIDAA – Commission for the Detection of Conflicts of Interest (Montenegro)

Memoranda of Understanding To strengthen the fight against corruption, HIDAA has signed the following Memoranda of Understanding: March 2008 • HIDAA – General Prosecutor Office • HIDAA – General Directorate of State Police • HIDAA – Agency of Public Procurement • HIDAA – Institute of Statistics (INSTAT)

The Collaboration with Public • HIDAA evaluates Media and the Public as an important partner in the fight against corruption • HIDAA, collaborates with media and public without making any differentation • HIDAA, provides quick information for all the interested parties • ILDKP, priority to every information offered by the public • ILDKP, free phone numbers, fax , e-mail etc are at public disposal • To reinforce this collaboration HIDAA and USAID organized on 8th May 2008 a meeting with representatives of NGOs and Media
