Effective internal collaboration • How sustainable would the Estates or Property Department be if it had to compete in open market? • Property performance measurement • Required maintenance in various categories • %age of portfolio where various assessments carried out • Office space per head of population • Business performance measurement • Property cost per unit of ‘output’ • Support for change e.g. cost of churn • Apply measures of productivity • Use a different language • Property should be ‘Business Transformation’

Collaboration with the private sector – a few thoughts • A necessary evil – not a good starting point • Dec 2011 study by Hay Group: 200 public sector leaders • Number of partnerships will double in 3 years • 60% of public sector leaders believe trend will harm morale • 49% believe skills and knowledge will be lost • 44% do not believe partnerships will deliver value for money • Public sector leadership is about collaboration – both sides must overcome prejudices, and solution must allow for both a reasonable profit and a social benefit • Share goals and aim for outcomes that are desirable for both parties

Collaboration within the public sector • Challenge the “we do this anyway” statement • Collaboration means all things to all people • A jointly agreed strategy is essential • who leads strategy development? • A shared service makes it easier • and its probably more efficient and effective anyway • Senior level commitment and leadership is essential • Gradually build capacity • Collaboration makes a lot of sense but it takes lots of time, patience and energy to establish and sustain relationships

Collaboration within the public sector • Not all partners are able to sign up immediately • Allow room to join later • Involve everyone all the way along, not just those who have signed up • The objective should be, “to look at new ways of operating for the benefit of all”. • If this is not agreed, it will not work, when “push comes to shove” • Not all projects will involve everyone – it is obvious but it is worth saying

  12. Collaboration within the public sector • Choose the less controversial projects first (e.g. shared offices, depots). There is a lot that can be relatively simply done but only choose projects where working together adds value •  Some of the more ambitions projects require more radical approaches which may not be acceptable • Acknowledge that there are limits to what can be achieved this way • “if you want to get to there, I wouldn’t start from here”
