Language Development BICS & CALP (Theorist: Jim Cummins)Differentiate between social and academic language acquistion • BICS BICS – Basic Interpersonal Communication Skills Refers to listening and speaking skills that students tend to communicate in social situations. For Example: BICS allows a child to talk with friends on the soccer field or to ask someone for directions. Day by day language.

Language DevelopmentBICS and CALP • CALP – (Cognitive Academic Language Proficiency) • CALP takes longer for students to develop, often between five to seven years (Ford and Robertson) but can take longer for students with less proficiency in their native language (seven to ten years). • CALP is needed for lectures, classes discussions and research projects. • Skills that require summarizing, analyzing, extracting and interpreting meaning, evaluating evidence, composing and editing.

  11. BICS VS. CALPTABLE GROUPS • On chart paper, write 5 phrases you may hear that would reflect a child’s social language skills (e.g.BICS). Write 5 phrases you may hear that would reflect a child’s academic language skills (e.g. CALP). • Example: “BICs (“I like soccer.”) “CALP (“A soccer ball is a three dimensional figure and it’s a sphere.”)

Stages of Language DevelopmentResearchers: Stephen Krashen and Tracy Terrell • Preproduction: “Silent Period”, student is taking in the target language and not speaking it. • Early Production: The student beings to try speaking using short phrases, but the focus is still on listening and absorbing the new language. Many errors occur in this stage. • Speech Emergent: Words and sentences are longer, but the student relies heavily on context clues and familiar topics. Vocabulary increases and errors decrease.

  13. Language Development • Beginning Fluency: In social situations, speech is fairly fluent with minimal errors. New context and academic language are challenging due to gaps in vocabulary. • Intermediate Fluency: Communicating in the second language is fluent, especially in social language. In new situations or in academic areas speech is approaching fluency, but some gaps in vocabulary knowledge still exist. • Advanced Fluency: Student communicates fluently in all contexts and can maneuver successfully in new context and when exposed to new academic information. The student may still have an accent and use idiomatic expressions incorrectly at times, but is essentially fluent and comfortable communicating in the second language.

Servicing your Students • Services: PUSH IN (in regular education classroom) or PUSH OUT (pull out from regular education classroom and brought into an ELL setting classroom) • ELL students in regular education classroom with a teacher that has 6 or more ELL credits. • ELL teachers need 12 or more ELL credits. ( This year, PD Credits will be offered) • ALL schools must have a separate ELL curriculum (Example: Wonders or Springboard is your core program…schools will need another program that supports ELL Students) BY FEDERAL LAW ALL STUDENTS THAT ARE CATEGORIZED AS ELL, NEED LANGUAGE SUPPORT

Action Codes Action Code 01:  One who is not eligible for ELL services.  The student is NOT eligible for ELL Program services under the following conditions…(refer to binder) Action Code 03:  Demonstrates proficiency in oral language and literacy on the ACCESS (4.8/4.2 on Reading/Writing on Tier B or C) Action Code 04:  One whose parent or guardian waives ELL Program Services.   Action Code 06:  Student is a newly enrolled (or referred) student who passes the initial assessment and is exited because test results substantiate English proficiency.   Action Code 50:  Student is previously exited who is being returned to ELL Program for additional language support.

W-APT PLACEMENT TESTING • TIMELINE • Administer Initial assessment, WIDA-ACCESS Placement Test (W-APT) Students identified as potential ELLs on the first day of school, August 1, 2014 will need to tested within 30 calendar days. BY: August 30, 2014 Students enrolled after August 14 need to be tested within 14 calendar days • Place student appropriately within the supplemental core ELL program with qualified ELL and regular education/content teachers • Notify parents that supplemental ELL services will be provided

WIDA ACCESS Placement Test (W-APT) • W-APT Testing: New Students from Kindergarten – 12th Grade Remember: • Students in grade 1 are administered the Kindergarten test during the 1st semester • Students in grade 3 are administered the gr. 1 – 2 test during the 1st semester • Students in grade 6 are administered the gr. 3 – 5 test during the 1st semester • Students in grade 9 are administered the gr. 6 – 8 test during the 1st semester

AMAO • Annual Measureable Achievement Objectives • AMAO 1: English language proficiency improvement gains of point five (.5) composite proficiency level points in English • AMAO 2: Meet state ELL proficiency criteria for attaining English language proficiency with a minimum composite proficiency level of 4.8 and a literacy composite of 4.2 • AMAO 3: meet or exceed content proficiency on the HSA • Exit criteria • 1. Overall score of 4.8 • 2. Literacy score of 4.2 • Exiting a student -Use code 03 form (orange handout) 2013-14 AMAO 1 (Progress) – 65% 2014-15: AMAO 1- 67% 2013-14 AMAO 2 (Proficiency) – 17.5 2014- 15: AMAO 2 – 18%
