  2. Current Values • Maximum Shadow Price for Transmission Constraints • Base Case:  $5,000/MW • Generic constraints :  $5,000/MW • Post Contingency • 345 kV:  $4,500/MW • 138 kV:  $3,500/MW • 69 kV:  $2,800/MW

  3. Power Balance Penalty Curve • equivalent to having extra capacity for meeting power balance violation at • (+/-) 3001 $/MWh for violated MW from 0MW to 9999.999MW, and • (+/-) 5000$/MWh for violated MW from 10000MW to 99999.999MW

  4. Constraints 1-May - 28-May • 9 violated constraints - 616 intervals • 15 binding constraints - 415 intervals

  8. LFC Test • Time period of full nodal control 11:55 – 12:25 • Two constraints binding/violated during test • DGBY_GS8 - Garrott-Midtown 138 kV, • X_BI58T2 - Bellaire 345/138kV Xfrmr

  9. SPP during LFC Test on May 20th • System was under full nodal control from 11:55 A.M. to 12:25 P.M. • Two constraints were binding/violated during test • Contingency loss of double circuit line from Green Bayou to Gable street and Hardy to Crocket overloading Garrott to Midtown 138 kV line • Contingency loss of one Bellaire 345/138kV Transformer overloading other Bellaire 345/138kV Transformer • Constraints were in Houston area causing price separation in Houston. • Negative prices were in non load buses causing the Houston Load Zone price to be nearly $40 higher than the Houston Hub price • For example for 5/20/2010 12:15 interval • Price ranged from $ 310.87 ( Resource Nodes @ WAP) to $ -104.18 (Resource Node @ BVE_CC1) • Houston Hub price was $-3.44 • Houston Load Zone price was $36.21

  11. Need for Realistic Data • Not enough energy offer curve • Suspect or inconsistent telemetry Action plan • Submit EOC based on Zonal bids during the week of LFC testing. • Possible focused testing once a week.
