  3. Power Balance Penalty Curve • equivalent to having extra capacity for meeting power balance violation at • (+/-) 3001 $/MWh for violated MW from 0MW to 9999.999MW, and • (+/-) 5000$/MWh for violated MW from 10000MW to 99999.999MW

Shift Factor Cut off • SF cut off • during LFC test was 0.03 • for Nodal is 0.0001 • Effective SF cut off in Nodal => Offer Cost / Max Shadow Price • 0.03 SF => 1 MW generation will provide 0.03 MW relief or 33.33 MW of generation needed • to provide 1 MW relief • Will cost (1/SF) * offer cost • Max cost Market is willing to pay is the Max Shadow Price for the constraint
