  1. Presentation to the Qatar Petroleum Flare Reduction WorkshopShell’s Experience(Doha, Qatar, 2nd October 2005)

  2. Outline • Context – flaring and global warming • Overview of Shell’s activities • How we use this experience in Pearl GTL

  3. Shell Climate Change Position • Share the concern • Support action now • Support international approach • Encourage market mechanisms • Acting to capture business value

  4. Carbon constrained futures Carbon emissions Energy system mix EJ billion tonnes carbon 1000 14 Spirit of the Coming Age 12 Renew- ables 750 10 Hydro Nuclear 8 500 Dynamics as Usual 6 Hydro- carbons 4 250 2 Other 0 0 1970 1990 2010 2030 2050 2050 1975 2000 2025

  5. Shell Group Commitment • Measures to manage emission reduction include: • Measuring our GHG emissions worldwide, subject to independent assurance. • Implementing energy conservation programmes. • Ending continuous operational venting and flaring • Developing new technologies to capture and store CO2. • Taking account of “future GHG emission costs” in all new investments. • Being a leader in trading GHG allowances in emerging international markets.

  6. Global Gas Flaring Reduction Partnership • Led by the World Bank Group • Shell is a committed member • Supports national governments, development agencies, and the petroleum industry to reduce flaring and venting of gas associated with the extraction of crude oil. • Focuses on four areas: • Commercialisation of associated gas • Regulations for associated gas • Establishing a flaring and venting reduction standard • Capacity building related to carbon credits for flaring and venting reduction projects

  7. Venting & Flaring • For new installations vents are not allowed • For new installations: Collect and compress all continuous hydrocarbon emissions such as flash gas from tanks, compressor seals/vents, continuously passing valves etc.

  8. Managing GHG Emissions Royal Dutch Shell measures, reports and manages the emissions of greenhouse gases from facilities under operational control. 1998 2002 2007 2010 Long Term Target Emissions in 2010 down 5% or more compared to 1990 levels Target: Reduce emissions Targets: Efficiency at facility level • Implementation • Targets • Programmes • Commitments • Legislation • R&D Programme: Refinery Energise rollout Commitment: End continuous flaring Commitment: End continuous venting Kyoto: Entry into EU ETS Kyoto: Entry into UKETS R&D: e.g. sequestration

  9. Meeting the 2002 Greenhouse Gas Target(comparison done for same 1990 and 2002 portfolios) million tonnes CO2e 150 125 target 100 75 0 1990baseline Business change endingventing reducingflaring energyefficiency 2002

  10. Example of Flaring reduction - Nigeria • Issue • Internal / regional markets for gas utilisation were limited, due to lack of industrial customers & infrastructure • Reservoirs suitable for gas re-injection were few, due to high pressure support that is a feature of Nigerian reservoirs

  11. SPDC Flares-down Programme • Expansion of the NLNG plant and Bonny Island • Development of the Associated Gas Gathering (AGG) project • Gas delivery to the National Electric Power Authority for power generation ‘000 scf/day 1000 900 800 700 600 500 400 300 200 100 0 2000 2001 2002 2003 2004 2005 2006 2007 2008

  12. Ras Laffan Doha Qatar Flare Reduction in Pearl GTL North Field • Fully integrated project ‘from reservoir to market’ • 140,000 b/d capacity for GTL products • Underpinned by Shell’s 10 years’ experience with the commercial GTL plant in Bintulu, Malaysia – the first of its type in the world Policy – drives action - No operational flaring policy

  13. Pearl GTL Onshore Flow Scheme Flare Header gas from offshore HPS HPS Gas Treating Slug catcher Liquids Processing Syngas Treating SGP Extraction 2 SMR GTL products

  14. Flare Reduction Measures in Pearl GTL Design Offshore • Unmanned wellhead platforms • Sealed flare system with no pilot

  15. Flare Reduction Measures in Pearl GTL Design Onshore • Instrumented Protection Function gives early process upset warning • Hydrogen rich off-gas to be used for power generation. • No gas venting • Flare headers purged by nitrogen

  16. Flare Reduction Measures in Pearl GTL Design Commissioning / Start-up Flaring occurs during start-up but the focus is on minimisation Reduces flaring by enabling a smooth sequential start-up Implementing a 2-way connection between QP fuel gas system and plant

  17. Flare Reduction Measures in Pearl GTL Design Other Like the industry, we are moving towards non-hydrocarbon seals or seal-less systems in rotating equipment

  18. Demonstrating SD Leadership
