I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Goals • Improve Traffic Patterns & access to/from I-390 & NY 15A • Reduce congestion and accommodate future growth and development • Address geometric deficiencies to improve traffic flow and facilitate traffic operations • Correct safety deficiencies using cost effective accident reduction measures • Minimize impacts on the travelling public, residents and businesses • Improve highway design features and aesthetic conditions

I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Goals Continued… • Ensure coordination with all utility owners, third parties and any adjacent construction projects • Ensure a long-service life for all Project elements to satisfy long term preservation goals • Maximize the benefit of the public investment in the Project and provide the best value to the Department • Deliver the Project safely, on schedule & within budget

I-390 Interchange Improvements Design-Build Project (PIN 4390.59) General Scope of Work – NY 15A • Elimination of the existing Ramp GC from I-390 northbound to NY 15A; • Construction of new Ramp (Ramp NFC) from I-390 northbound to NY 15A northbound; • Elimination of the existing Ramp DH from NY 15A to I-390 northbound; • Construction of new Loop Ramp (Ramp NFD) from I-390 northbound to NY 15A southbound;

The new bridge will provide four travel lanes with one auxiliary lane • Rehabilitation of BIN 1070900, NY-15A over I-390, incl. deck rehab. and substructure repairs • Widening of the I-390 northbound Ramp GB to accept the dual left turn moves and to improve merge distances

I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Utility Coordination – Existing Utilities • Existing storm sewer in NY 15A north of BIN 4443310 • Existing water main running along NY 15A • Crosses under Erie Canal west of BIN 4443310 • Crosses under I-390 east of BIN 1070900 • Abandoned steam line on utility bridge east of BIN 4443310 • Possible fiber optic on utility bridge with steam line; information is still being obtained • Navigation lighting and street lighting on BIN 4443310

I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Utility Coordination - Relocation and/or Preservation of Existing Utilities • Three Way Coordination – DB, Utility & State • DB Responsibilities • DB Team responsible for holding utility coordination meetings • DB Team to provide supporting documents for utility design, including: plans, Table of Conflicts & Special Note of Utility Coordination • Table of Conflicts to include existing & proposed locations. Assume Preliminary and Final • Special Note of Utility Coordination must include work description, proposed locations and time frames

I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Quality Control (QC) • QC is Design-Builder’s Responsibility • Design-Builder shall be required to develop a QC Plan covering both Design QC and Construction QC • Design-Builder shall appoint a QC Manager responsible for Project QC • Design QC shall be by the Designer in accordance with the QC Plan • Construction Inspection shall be by an Independent Engineering Firm (Hired by the Design-Builder) • Materials Testing shall be by an Independent Testing Firm or Laboratory (Hired by the Design-Builder) • The Materials Testing Firm shall report to the Construction Inspection Firm

I-390 Interchange Improvements Design-Build Project (PIN 4390.59) Quality Assurance (QA) • Design & Construction QA is Department’s Responsibility • The Department may perform QA on any of the Design-Builder’s Design and Construction Activities including off-site Fabrication • The Department may utilize an independent Consultant to perform QA of the Design-Builder’s Designs • Department Staff will perform Construction QA • RFQ Section 1.9 covers QA/QC • RFP will describe in detail the Department’s QA Role for the Project
