This policy group discusses the ongoing and future multi-beneficiary IPA programmes for statistical cooperation, including the 2014 and 2015 programmes, as well as the proposed programmes for 2017 and 2019.

  2. Contents • MBP IPA 2014 Programme • MBP IPA 2015 Programme • Future multi-beneficiary IPA Programmes (2017 and 2019)

Multi-beneficiary IPA 2014 Programme • MBP IPA 2014 – ongoing. • Total amount for MBP IPA 2014 Programme: 8MEUR • of which 5.5MEUR for the service contract and 2.5MEUR for the grants • Duration of implementation: 23 months • Grant agreements: October 2015 to August 2017 • Service contract: November 2015 to September 2017 • Total: 25 pilot projects • Slight shift in the scope of pilot projects towards full-scale surveys

Multi-beneficiary IPA 2015 Programme • Total amount for MBP IPA 2015 Programme: 16MEUR • of which 10MEUR for the service contract and 6MEUR for 4 grants • Status: contracting procedure ongoing, will be finalised before the end of 2016 • Implementation • Grant agreements: July 2017 to October 2019 • Total: 15 pilot projects + ad hoc projects • Duration of implementation: 28 months • Service contract: April 2017 to October 2019 • Total: 31 pilot projects, but not for all countries • Duration of implementation: 31 months

Future multi-beneficiary IPA programmes • MBP IPA 2017: proposal in Action document 14MEUR • of which around 60% for the service contract and 40% for the grants • Status for MBP IPA 2017: Action Document prepared, sent to NIPACs for consultation autumn 2016 • MBP IPA 2019 – no proposal or decision yet, but amount to be in line with the strategy document (and combined 2019 and 2020 amounts)

  6. Provisional schedule for MBP IPA 2017 • Adoption of the Commission proposal: summer 2017 • Prepare terms of reference 2017-2018 • Beneficiaries will be involved in this process • Subject-matter units of Eurostat will also be involved • Signature of contracts before end 2018 • Implementation period 2019 – end 2021 at the latest

  7. New elements in future MBP IPA 2017 and MBP IPA 2019 • Rationalising the set-up for projects: fewer statistical projects, increased focus on data production and delivery to Eurostat • International organisations may participate • Notably IMF • Better wording: "pilot projects" will be renamed "statistical projects"
